CLARIFICATION REGARDING THE CASE OF NUWASHABA JOSEPH, WHO WAS ARRESTED AT PARLIAMENT WITH THE HEAD OF A CHILD
The attention of the Office of the Director of Public Prosecutions has been drawn to New Vision’s series on the case of Nuwashaba Joseph, who was arrested at Parliament while carrying a child’s head. The series, titled “Where is the Man Who Carried a Child’s Head to Parliament?”, “Where is the missing file? Slaughtered Child’s Ghost Haunts Justice System”and “From Village Crusade to Prison Cell: The Life Journey of Murder Suspect Nuwashaba”, ran from June 19, 2026, to June 22, 2026, and suggested that the case remained unresolved.
The Office of the Director of Public Prosecutions hereby clarifies that Nuwashaba Joseph was convicted and sentenced to 35 years' imprisonment by Hon. Justice Lawrence Tweyanze at the High Court in Masaka on March 11, 2024.
Nuwashaba Joseph was indicted by the Office of the Director of Public Prosecutions for murder and aggravated defilement of a 4-year-old juvenile. The case presented by the prosecution was that on September 13, 2020, in Kijjabwemi “A” Ward, Masaka District, Nuwashaba Joseph committed a sexual act against Kyamagero Faith, a 4-year-old girl, and then murdered her. On September 14, 2020, Nuwashaba Joseph was arrested by police deployed at Parliament while carrying the head of a juvenile. He claimed he had brought the head of the juvenile as a gift to the Speaker of Parliament. Nuwashaba Joseph was thereafter charged with the aforementioned offences and produced before the Chief Magistrate’s Court at Masaka, where the charges were read and explained to him. On January 5, 2021, Nuwashaba Joseph was committed by the Chief Magistrate’s Court to the High Court for trial.
On March 11, 2024, Nuwashaba Joseph appeared in the High Court at Masaka before Hon. Justice Lawrence Tweyanze and pleaded guilty to both charges. He was convicted and sentenced by Hon. Justice Lawrence Tweyanze to 35 years’ imprisonment on each count, to run concurrently.
Nuwashaba Joseph had spent 3 years, 4 months, and 17 days in prison by the time he was being sentenced, so the High Court deducted this period from the 35-year term, leaving him with 31 years, 6 months, and 14 days to serve.
The Office of the Director of Public Prosecutions has conferred with the Uganda Prisons Service and ascertained that Nuwashaba Joseph is serving his prison sentence.
Therefore, the Office of the Director of Public Prosecutions hereby clarifies that the case of Nuwashaba Joseph was concluded in accordance with the laid-down criminal law and procedure of Uganda. His trial was conducted in open court and was witnessed by some members of the public.

*Public Relations and Customer Care Sensitization for Staff in Mbale Region*
The Public Relations Team of the Office of the Director of Public Prosecutions (ODPP) conducted sensitization sessions for staff in Mbale Region to strengthen their understanding of Public Relations and customer care and to underscore the vital role they play in fulfilling the Office’s mandate.
The sessions were held on June 18 and 19, 2026. They were conducted by Ms. Jacquelyn Okui, the Public Relations Officer, and Ms. Emily Mutuzo, Senior State Attorney.
The sessions highlighted the importance of effective communication, professionalism, ethical conduct, and positive engagement with stakeholders. Staff were encouraged to recognize their role as ambassadors of the institution and to uphold values that foster public trust and confidence.
The sensitization also provided practical insights on communicating key messages, handling clients, managing feedback, and upholding the values of integrity, transparency, and accountability in service provision.
These engagements are part of ongoing efforts to ensure that all ODPP clients receive timely, respectful, and high-quality prosecution services.
Canon Benson Turamye emphasized that the Director of Public Prosecutions (@ODPPUGANDA ) has granted PPDA prosecution powers therefore strengthening our ability to enforce compliance and accountability in public procurement. We are enhancing our monitoring function to ensure that public officers who fail to perform their procurement responsibilities are held accountable. Delays at any stage of the procurement process is an offense and may attract sanctions in accordance with the law.

In our ongoing efforts to strengthen collaboration in the fight against corruption, @AntiGraft_SH this morning joined @IGGUganda, @actionaiduganda, and other Anti-Corruption Agencies and partners at the Action Aid International Uganda offices for the flag-off ceremony of the Anti-corruption Caravan scheduled to take place from June 22-26, 2026, in the Bunyoro Sub-region.
This joint citizen-led anti-corruption caravan aims to boost citizen participation in the fight against corruption through public awareness campaigns, community dialogues, road rallies, media engagement, and joint monitoring visits across the region.
Today, the Office of the Director of Public Prosecutions (ODPP) handed over furniture to the Uganda Police Force at the ODPP Makindye Resident State Attorney’s Office.
The furniture was procured under the Global Fund initiative to combat HIV, TB, and malaria within criminal justice institutions.
This initiative aims to break barriers that limit civilians’ access to HIV, TB, and malaria prevention, screening, and treatment services. It also promotes the recognition and respect of human rights, which play a critical role in reducing the spread of these diseases.
The furniture will enhance the Uganda Police Force’s operational capacity by improving service delivery environments and facilitating effective screening and treatment of HIV, TB, and malaria among civilians.
While officiating the handover, the Under Secretary, Mr. Semwogerere Mugarura Robert, expressed appreciation to the Global Fund, the ODPP, and the Uganda Police Force for their collaboration in identifying and addressing gaps in access to health services within police stations. He officially handed over 54 tables, 54 cabinets, 108 benches, and 108 chairs to the Uganda Police Force. The items will be distributed to 54 police stations across the country.
BANK OFFICIAL SUCCESSFULLY PROSECUTED FOR CORRUPTION
Today, June 16, 2026, the prosecution of Ijuka Marvin, a Credit Officer at Equity Bank, for corruption concluded with a conviction. His Worship Mujuni Paul of the Anti-Corruption Court convicted Ijuka Marvin and sentenced him to 12 months’ imprisonment.
Between June and October 2019, Ijuka Marvin and Kamwebaze Caroline used their offices to irregularly process several transfers from bank accounts, including the account of Kobusingye Mercy, the owner of Victory Junior Primary and Nursery School, who lost UGX 52,750,000 in this fraud.
The money was transferred to the account of one Tumwine Micheal using journal vouchers that facilitate inter-account transfers. The duo used the said journal vouchers, purporting that they had been authorized by the bank customer, whereas they were not.
When Kobusingye Mercy checked her account, she noticed suspicious activity, including several unauthorized debits, and reported it to the bank management.
Investigations and audits revealed that both Ijuka Marvin and Kamwebaze Caroline irregularly processed transfers to the account of Tumwiine Michael without the necessary authorization.
The police arrested Ijuka Martin and Kamwebaze Caroline, and the Office of the DPP had them charged with Causing Financial Loss.
At the start of the trial, Caroline Kamwebaze entered into a plea bargain agreement and was convicted accordingly.
Ijuka Marvin went through the full trial and, in February 2026, absconded from appearing in court during his defence. The court issued a warrant for his arrest, but he has since disappeared.
Having made it impracticable for the trial to proceed in his presence, the court dispensed with his appearance and set the matter for judgment.
Today, Ijuka Marvin was convicted in absentia and sentenced to 12 months’ imprisonment. He is disqualified by the Anti-Corruption Act from holding any public office for 10 years from the date of his conviction.
Although the convict has not yet been apprehended and remains the subject of an arrest warrant, his conviction and sentence send a clear message that individuals cannot evade responsibility for criminal conduct by avoiding the judicial process. The Office of the DPP will continue to work closely with law enforcement agencies to ensure that the convict is arrested and brought before the court to serve his sentence.

*DPP AND THE PROSECUTOR GENERAL OF THE RUSSIAN FEDERATION SIGN COOPERATION AGREEMENT TO STRENGTHEN MUTUAL COOPERATION TO COMBAT CRIME*
The Director of Public Prosecutions of Uganda, Mr. Lino Anguzu, and the Prosecutor General of the Russian Federation, Mr. Aleksandr Vladimirovich Gutsan, have signed a Cooperation Agreement to strengthen cooperation to combat crime.
This agreement represents a significant step in the efforts of the two Offices to combat the most dangerous types of transnational crime, including those connected with the use of digital currency, digital financial assets, terrorism, extremism, legalization of proceeds of crime, and the trafficking of arms, drugs, and humans.
By establishing a framework within which to cooperate in extradition, mutual legal assistance, law enforcement assistance, and the exchange of information, the two heads of Prosecution services have set a foundation that allows for the exchange of expertise, the sharing of evidence, and the harmonization of efforts to hold perpetrators accountable and uphold the rule of law.
*ODPP SANCTIONS AGGRAVATED TRAFFICKING CHARGES AGAINST SIX ACCUSED PERSONS FOR TRAFFICKING 22 VICTIMS IN KIRA - WAKISO*
The Office of the Director of Public Prosecutions (ODPP) has sanctioned multiple counts of aggravated trafficking in persons against Kobela Vivian, Nalubega Aminah, Namatovu Madinah, Lubango Martha, Naziwa Irene, and Oguti Juma, together with others still at large.
According to the charge sheet, the prosecution alleges that between September 2025 and May 2026, in Mbalwa, Kira municipality- Wakiso District, the accused, acting as part of a syndicate, recruited, transported, harboured, and/or received multiple victims through fraud, deception, abuse of power, and vulnerability for purposes of sexual exploitation and harmful child labour.
This afternoon, four of the accused persons, Kobela Vivian, Lubango Martha, Oguti Juma, and Naziwa Irene, appeared at the Kira Court before His Worship Seguya Ivan, Magistrate Grade I. The charges were communicated to them, and they were remanded to 2nd July 2026, when the case will be mentioned. Following the prosecution's prayer, the court issued criminal summonses against Nalubega Aminah and Namatovu Madinah.
The case is being prosecuted by Ms. Cate Basuuta, Chief State Attorney.
Investigations into the matter continue. Upon completion thereof, the accused persons will be committed to the High Court for trial.
Today, Uganda will host a side event at the #35CCPCJ in Vienna.
The session will spotlight Uganda’s contribution to strengthening forensic and DNA-based criminal investigations as part of broader efforts to advance the rule of law.
The discussion will feature voices from the @ODPPUGANDA, @PoliceUg, @JLOSUganda, @LaspnetUganda and @UNODCEastAfrica.
