There's a special team of Sicarios drawn from the DCI & NIS (reporting to a civilian with close proximity to those in power) that targets high profile online/social media activists with the later providing technical support & surveillance of online accounts.
The 2 commanders (team leaders) have a group of officers who only take instructions (passed from the civilian) & reports back to them - creating a parallel system of surveillance & enforcement.
The shadow unit operates outside the normal chain of command with the officers involved insulated from regular oversight, whose actions are neither logged into official records nor subjected to internal police reviews.

Dagoretti, Nairobi:
A driver of a white Land Cruiser that had been involved in a hit & run incident in the Kilimani area & was being pursied by a traffic officer on a motorcycle was shot on the right shoulder by another motorist driving a Toyota Prado.
Upon reaching the Olenguruone-Mijikenda junction, the fleeing Land Cruiser was blocked by another motorist driving a Toyota Prado, after the driver resisted to stop, the Prado driver alighted & fired 3 shots at him before fleeing the scene.
The injured driver was rushed to The Nairobi Hospital, where he's in stable condition.
CSI personnel documented the scene & recovered 3 spent 9mm cartridges. The Land Cruiser was towed to Muthangari Police Station as investigations continue to establish the circumstances surrounding the shooting & identify the gunman.
