From the perspective of Rural economy, effective implementation of the MGNREGA is of vital importance. This programme enhances disposable incomes in rural sections who have highest marginal propensity to consume, thereby supporting Rural consumption.

Historically, Andhra Pradesh (AP) has been considered one of the best-performing states in MGNREGA implementation. Over the last two years of the TDP alliance Government, we have witnessed the State lagging on this front.

On almost all parameters, such as Approved labour budget, Total Households worked and Expenditure and so forth, the performance signals contraction over last two years.

This is also evident from low GST and Sales tax growth during the last two years, clearly indicating lower purchasing power and consequently lower demand.

The TDP alliance Government is too preoccupied with indulging in corruption driven by unquenchable thirst for wealth and does not have the bandwidth to focus on the problems confronting the people of the State.

Andhra Pradesh Government’s lack of fiscal discipline and disregard for the Constitutional framework.

It is learnt that, on 25th June, 2025, APMDC concluded the second tranche of its NCD (bond) issuance at a coupon (interest) rate of 9.30% and raised Rs. 5,526 crores, taking the aggregate value of the issuance to Rs. 9,000 crores. This is despite the matter being admitted by the AP High Court and notices served. Further, it is quite apparent that the proceeds of the issuance would be utilized for financing Government revenue expenditure.

With total disregard to the Constitutional provisions and in an unprecedented manner, the TDP alliance Government, granted private parties, access to the Consolidated Fund of the State through RBI direct debit mandate, owing to which, private parties can access the State exchequer and withdraw funds without any requirement of any action from the State Government officials. This is a blatant violation of Articles, 203, 204 and 293(1) of the Constitution of India.

As an additional security for the NCDs (Bonds), In a manner unheard of, the TDP Government also mortgaged mineral wealth, which is Government property worth Rs. 1,91,000 crores for NCD (bond) issuances of aggregate value Rs. 9,000 crores.

With such permission to access State Consolidated Fund and mortgage of Government property of disproportionately huge value, one would imagine that these bond are even more secure than the SDLs (State Development Loans) issued by the State Government.

Despite this, the APMDC NCDs (Bonds) were issued at a coupon (interest) rate as high as 9.30%, which is 2.60% higher than the prevailing SDL rate.

Owing to the high interest rate, the additional yearly burden on the APMDC is to the tune of Rs. 235 crores and the term of NCDs is understood to be 10 years. Can @ncbn Garu answer as to who pocketed this?

With this NCD issuance, the total budget and off-budget borrowings availed and secured in this 13 month period by the TDP alliance Government exceeded 50% of what was borrowed by previous Government over a 5 year period.

1.@ncbn గారూ ప్రజల ఇంటికే అందుతున్న సేవలపై మీకు ఎందుకు కక్ష? మళ్లీ పేదలకు “రేషన్‌’’ కష్టాలు ఎందుకు తెస్తున్నారు? ప్రభుత్వం అంటే మంచి మనసుతో ఆలోచించి ప్రజల అవస్థలను తీర్చాలికానీ, వారిని కష్టపెట్టడం సబబేనా? ప్రభుత్వ సేవల డోర్‌డెలివరీ విధానాన్ని సమాధి చేయడం విజన్‌ అవుతుందా? మరోవైపు వైయస్సార్‌సీపీ తీసుకొచ్చిన 9,260 రేషన్‌ వాహనాలపై ఆధారపడ్డ దాదాపు 20వేలమంది బీసీ, ఎస్సీ, ఎస్టీ, మైనార్టీల పొట్టకొట్టడం, వారి కుటుంబాలను రోడ్డున పడేయడం ఎంతవరకు సమంజసం? ఈ ప్రభుత్వానికి మానవత్వం ఉందా? పారదర్శకంగా ఇంటివద్దకే వచ్చి సేవలు అందిస్తూ, వరదలు, విపత్తు సమయాల్లో బాధితులకు మరింతగా సేవలందించిన ఈ వాహనాలను తొలగించడం సరైనదేనా? పైగా ఈ సేవలందించిన వారిని ఉద్దేశిస్తూ వారు స్మగ్లర్లుగానూ, మాఫియా ముఠా సభ్యులుగానూ చిత్రీకరించేలా నిన్న మీరుచేసిన వ్యాఖ్యలు ఏమాత్రం సబబుగా లేవు.

2. వైయస్సార్‌సీపీ ప్రభుత్వం రాకముందు ప్రతినెలా ఆహార భద్రత కింద పేదవాడికి హక్కుగా అందాల్సిన రేషన్‌ సహా ఎన్నో ప్రభుత్వ సేవలకోసం పడ్డ తిప్పలు అన్నీఇన్నీకావు. ఎండనక, వాననక క్యూలైన్లలో రేషన్‌ షాపులముందు పడిగాపులు పడేవారు. ఎప్పుడు రేషన్‌ ఇస్తారో, ఎంతసేపు రేషన్‌ ఇస్తారో తెలియక కూలీపనులు, ఇతరత్రా పనులు మానుకుని నిరీక్షించేవారు. ఈ క్రమంలో లబ్ధిదారులు వివక్షను, అవమానాలు ఎదుర్కొనేవారు, దోపిడీకి గురయ్యేవారు. సరైన తూకంతో, నాణ్యతతో సరుకులు అందుకున్న సందర్భం లేదు. ఈ కష్టాలు పడలేక కొంతమంది రేషన్‌ సరుకులు తీసుకోవడంకూడా మానేశారు. దీనిపై నా పాదయాత్రలో ప్రజలు నా వద్దకు వచ్చి తమ గోడు వెళ్లబోసుకున్నారు. మా ప్రభుత్వం వచ్చిన వెంటనే పాలనా సంస్కరణల్లో భాగంగా గ్రామ, వార్డు సచివాలయాలు వాలంటీర్ల వ్యవస్థలతోపాటు, ఇంటివద్దకే రేషన్‌ అందించే డోర్‌డెలివరీని ప్రారంభించింది. బియ్యం క్వాలిటీని పెంచి, మధ్యస్త సన్నబియ్యాన్ని, ప్రజలు తినగలిగే నాణ్యమైన, సార్టెక్స్‌ చేసిన బియ్యాన్ని ప్యాక్‌చేసి, రేషన్‌ వాహనాల ద్వారా ప్రతి ఇంటింటికీ అత్యంత పారదర్శకంగా అందించి దోపిడీకి అడ్డుకట్ట వేసింది. చంద్రబాబు నాయుడు గారిని అడుగుతున్నాం రేషన్‌ డోర్‌డెలివరీని రద్దు చేయడం, పేదలను దోపిడీ చేయడానికి మళ్లీ ద్వారాలు తెరిచినట్టు కాదా? దేశం కొనియాడిన ఈ విధానాన్ని రద్దుచేసి ఏం సాధిస్తారు?

3. నెలకు రూ.10వేలు ఇస్తామంటూ వాలంటీర్లను మీ వైపు తిప్పుకుని ఎన్నికల్లో వాడుకుని, తీరా అధికారంలోకి వచ్చాక పచ్చి అబద్ధాలు ఆడుతూ వారిని రోడ్డుమీద నిలబెట్టారు. హేతుబద్ధీకరణ పేరుతో గ్రామవార్డు సచివాలయాలపై కక్ష కట్టి అందులో ఉన్న 33వేల శాశ్వత ఉద్యోగాలకు శాశ్వతంగా సమాధికట్టారు. గ్రామాల్లో అందుబాటులో ఉండి సేవలు అందిస్తున్న విలేజ్‌ క్లినిక్‌లు, ఫ్యామిలీ డాక్టర్‌ సేవలు, ఆర్బీకేలు, సచివాలయాలు ఇలా అన్నింటినీ నిర్వీర్యం చేశారు. గ్రామాల్లో, వార్డుల్లో డోర్‌డెలివరీ సంగతి పక్కనపెడితే, ఏకంగా ప్రభుత్వ సేవలు అందడంలో ప్రజలు తీవ్ర ఇబ్బందులు ఎదుర్కొంటున్నారు. తాజాగా ఈ మూర్ఖపు చర్య కారణంగా, రేషన్‌ వాహనాల తొలగింపుతో వారి కష్టాలు మరింత పెరిగాయి. అంతేకాదు ఈ వాహనాలపై ఆధారపడ్డ 20వేల మంది ఉద్యోగులు రోడ్డున పడ్డారు. కనీసం వారికి ప్రత్యామ్నాం కూడా చూడలేదు. మొత్తంగా మీరు అధికారంలోకి వచ్చాక వాలంటీర్లుగా పనిచేస్తున్న 2.6లక్షల మంది, ఏపీ బేవరేజెస్‌ కార్పొరేషన్, ఏపీ ఫైబర్‌ నెట్‌ల్లో తొలగించిన వాటితో కలిపితే మొత్తంగా 3 లక్షలమంది ఉద్యోగాలు కోల్పోయారు. ఏడాది పాలనలో ఇన్ని లక్షల కుటుంబాల పొట్టకొట్టడం మీకు మాత్రమే సాధ్యం చంద్రబాబుగారూ..!
