For more than a quarter ‑ century—28 years since Prasar Bharati began(The Parliament of India passed the Prasar Bharati Act in 1990 to grant this autonomy, but it was not enacted until 15 September 1997.)—no promotion policy existed for its own employees. In 2023 the Prasar Bharati Board in its 182nd meeting finally decided a promotion procedure for Prasar Bharti Employees, ending decades of uncertainty. Yet in 2024 the Ministry of Information & Broadcasting put that very procedure in abeyance till further orders. Since then the file has shuttled between desks in MIB and Prasar Bharati, but no formal order has been issued till date. One stroke of a pen was enough to suspend the policy; making a positive decision, it seems, is far harder.

As India celebrates Labour Day—a day to honour the toil, dedication, and rights of workers across the nation—it is time to recognize the often-overlooked engineering staff of Prasar Bharati. Every day, our Doordarshan and Akashvani teams ensure that news, education, culture, and entertainment reach every corner of the country. Yet, they endure outdated rules, arbitrary cut-offs, and systemic discrimination that undermine their welfare, morale, and sense of justice.
On this Labour Day, we appeal to the Government of India and the Ministry of Information & Broadcasting: honour the spirit of this occasion by resolving these long-pending grievances once and for all.

1. The Arbitrary Cut-off Date: 5 October 2007
In 2012 the Prasar Bharati Amendment Act 2011 formally divided employees into:
•Sections 11(1) & (2): Central Government deputationists
•Section 11(5): Direct recruits of Prasar Bharati
That division hinged on one shallow, arbitrary date—5 October 2007—which has institutionalized discrimination and violated Articles 14 & 16 of our Constitution.

2. Medical and Insurance Benefits Withdrawn
•CGHS (Central Government Health Scheme): Though never officially notified, CGHS cover was implicitly available until 2020, when it was fully withdrawn—leaving employees and their families to bear crippling medical costs.
•CG-EGIS (Group Insurance Scheme): Deductions persisted until 2017; thereafter, employees were excluded without refund, stripping away a vital safety net.

3. Housing Hardship in High-Rent Cities
While most central government servants access General Pool Residential Accommodation (GPRA), Prasar Bharati engineering employees are categorically denied this relief—even in Delhi, Mumbai, Chennai, and Hyderabad—forcing them to pay rents far exceeding their salaries.

4. Promotion Stagnation and Pay Disparity
Promotion procedures have stalled for over 18 years, leaving skilled professionals stuck at the same grade while juniors—recruited under different rules—leapfrog them, creating bitter pay-scale disparities.

The Association of Prasar Bharati Engineering Employees (APBEE) represents over 90% of our cadre but remains unrecognized under CCS (RSA) Rules, 1993—denying us a formal voice to negotiate service conditions.

When colleagues like Late Shri Jyoti Prakash Trivedi (EA, DD News) make the ultimate sacrifice, their families are left without family pension or terminal benefits—an injustice that Labour Day must prompt us to rectify.

1.Repeal the 5 October 2007 cut-off date, restoring equality to all Prasar Bharati employees.
2.Reinstate CGHS and refund CG-EGIS contributions to secure medical and financial protection.
3.Extend GPRA housing to every engineering staff member, regardless of recruitment date.
4.Clear the 18-year promotion backlog and correct pay anomalies.
5.Recognize APBEE under CCS (RSA) Rules for structured dialogue.
6.Provide family pension to dependents of deceased employees, upholding compassion and security.

Until March 2018, our salaries were paid from the Consolidated Fund of India as Grant-in-Aid through the Ministry of Information & Broadcasting.
This arrangement ensured timely salary disbursement, secure government-backed employment, and full access to service-related benefits such as pension, gratuity, medical reimbursements, and other entitlements available to Prasar Bharati employees.
However, from April 2018 onwards, a silent but significant shift took place — our salaries are now being paid from IEBR (Internal and Extra Budgetary Resources) generated by Prasar Bharati itself.
This is not just an administrative change; it carries deep implications for the future of every employee and for the very structure of Prasar Bharati.

Why This Shift is Concerning:
1. Uncertainty in Salary Disbursal:
Salaries dependent on IEBR are subject to fluctuations in advertisement revenue, sponsorships, and internal income. If revenue falls, monthly salary disbursement may be delayed or disrupted — as happened in early 2018.
2. Threat to Government Servant Status:
When salaries are no longer paid by the Government of India, the question arises — can we still claim parity with deemed deputationist employees? This directly affects our pension eligibility, continuity of service, and constitutional protections.
3. Job Security and Regular Appointments at Risk:
IEBR-based funding increases the likelihood of contractual hiring. Permanent posts may be frozen or replaced with outsourced, low-cost manpower, threatening the dignity and future of technical professionals who have served for decades.
4. Pension and Medical Benefits at Stake:
If the Government gradually withdraws from its funding responsibility, there is no guarantee that our pension, gratuity, or post-retirement medical benefits (if any) will continue. Employees recruited after 2007 may also face issues with NPS contributions in case of a cash crunch.
5. Impact on Employee Morale and Career Progression:
The fear of financial instability and the erosion of service rights demoralizes the workforce. Employees working tirelessly across Kendras and during national emergencies like COVID-19 feel abandoned and insecure about their future.
Our Demands:
1.Immediate restoration of Grant-in-Aid funding for salaries and service benefits.
2.Grant of government servant status for all employees of Prasar Bharati.
3. No change in service conditions in future without formal consultation with recognized associations.
4.Recognition of APBEE under CCS (RSA) Rules, 1993 to safeguard employee rights institutionally.
