@comsdivforestry@WoollyMaggot It's also about financial feasibility - thinning used to be considered unfeasible because you couldn't sell the thinnings. That's changed. So if the costs need to balance the income, that is what would affect the feasibility of manual thinning.

Scottish Forestry is the regulatory body (used to be Forestry Commission Scotland) which should have picked this up but didn't, partly because they are desperately understaffed.
