If they chose not to do that, by some insane argument, or ostrich moment, and act in bad faith, then their partners will move on and won't do business with them anymore.

This case was referred to the NCAA by law enforcement. They're unlikely to arrest him over a couple grand, but they absolutely could.

NCAA does not have subpoena or warrant power. They rely on the Universties to act in good faith.
TT is not acting like they want to be a part of the association. They should remedy that.

There isn't a lack of clarity from the NCAA. The consequences are extremely clear.
The NCAA is not the cops. They make rules and rely on the members to enforce them. If they knowingly don't, their privileges get revoked.

Every coach, staffer, and AD employee has morals clauses in their contracts that make them duty bound to uphold and enforce NCAA rules.
