The idea of primary markets came about as the hyperscalers all wanted to find ways to work to beat up the price of land in markets where datacenters haven’t really heated up.
They like to say “well this isn’t a Tier 1 market” as in your land isn’t as good.
They also like to ask what industrial land trades for as if they should be paying an industrial price for powered land.
If you have a path to 500+ mw of cheap power and a site that can get a data center approved, there is a buyer for that site.
