As chairman of the Joint Action Forum on Minorities @Jacfoms, I sincerely thank Thalaivar @mkstalin, President of the DMK party, and all opposition parties in the Lok Sabha for their unified demand to withdraw the FCRA Amendment Bill 2026, even though it was decided by a majority voice vote to refer it to the Joint Parliamentary Committee.

Although the Government has not agreed to withdraw the FCRA Bill 2026 entirely, the Union Government's decision to refer the Bill to the Joint Parliamentary Committee is a positive step, enabling us to engage constructively on the Bill and to receive further comments and representations from stakeholders.

I also thank all the esteemed leaders of various Christian denominations, churches, sects, heads of NGOs and charitable organisations, health workers, members of JAFOM, humanitarian institutions, civil society representatives, press, media, and citizens who stood together in defence of minority rights, consistently fighting for constitutional freedoms and institutional autonomy, serving society. Your collective voice, solidarity, and sustained efforts have significantly helped highlight these serious concerns.

Finally, I thank the Hon’ble Prime Minister of India @narendramodi for considering and forwarding @Jacfoms Memorandum to the Hon’ble Home Minister @AmitShah and for informing us that he will examine this issue. I sincerely thank the Hon’ble Home Minister @AmitShah for meeting the @Jacfoms delegation led by me, patiently hearing our concerns, and for referring the Bill to the JPC instead of demolishing it through Parliament under a brute majority.

The referral of the Bill to the JPC presents an important opportunity for a comprehensive, clause-by-clause review of its provisions and their implications. We hope and expect that the Committee will listen to all stakeholders and carefully consider the constitutional, legal, and practical concerns raised by religious, educational, healthcare, charitable, and civil society institutions.

This is a sensitive issue where a balance must be struck between the Government’s authority over financial control and the rights of minority institutions to receive charitable contributions. This funding supports schools, colleges, hospitals, and other public service institutions. The government will be unable to fund these activities if contributions cease.
