HRCB is gravely concerned over the forced disappearance of seven Baloch students, including five students of the University of Karachi abducted from their residential flat in Gulshan-e-Iqbal allegedly by intelligence agency personnel and Rangers.

The raid took place last night, 5 August, at approximately 2:00 AM. The students were physically assaulted and harassed before being taken away along with their belongings. Their whereabouts remain unknown.

The five students:

* Azhar Baloch s/o Hayat — resident of Gwadar, student of General History
* Ghos Baksh Baloch s/o Hayat — resident of Gwadar, student of BS Economics
* Shehzad Baloch s/o Shahid — resident of Gwadar, student of Environmental Science
* Anees Baloch s/o Azeem — resident of Nushki, student of BS Philosophy
* Waseem Baloch s/o Muhammad Ameen — resident of Kalat, student of BS Political Science

This follows the earlier disappearances of two more Baloch students: Khalil Baloch, an MPhil student, taken from the university premises, and Zubair Baloch s/o Noor Muhammad, a BS Chemistry graduate of Degree College Hub, seized after returning home from a Fourth Schedule hearing.

HRCB strongly condemns these disappearances and demands authorities immediately disclose the students' whereabouts, ensure their safety, and release them unless produced before a competent court under lawful process.

کل سے سوشل میڈیا پر ایک بار پھر اسمہ جتک کی ویڈیو گردش کر رہی ہے، مگر چونکہ اسمہ کا تعلق بلوچستان سے ہے، اس لیے نہ قومی میڈیا نے اسے اپنی ہیڈ لائن بنایا، نہ کسی بڑے نیوز روم نے اس کی فریاد کو سنجیدگی سے لیا۔ بلوچستان میں اگر ایک لڑکی اپنی اور اپنے خاندان کی جان کی بھیک مانگ رہی ہو، تو یہ بھی اس ملک کے لیے خبر نہیں بنتی۔

اسمہ جتک جنہیں 5 فروری کی رات خضدار میں اس کے گھر سے سردار ثنااللہ کی سرپرستی میں سرگرم اور ڈیتھ اسکواڈ کے کارندے ظہور جمالزئی نے صرف اس لیے اغوا کیا کہ اس نے شادی کی پیشکش مسترد کر دی تھی۔ اسے تین دن تک جبری ��ور پر لاپتہ رکھا گیا، ہراساں کیا گیا، اور دباؤ میں لا کر اس کی ویڈیوز سوشل میڈیا پر پھیلائی گئیں۔ اس کے خلاف اسمہ کے خاندان اور عوام نے شدید احتجاج کیا، جس کے نتیجے میں اسے بازیاب کرایا گیا۔ بعد ازاں حکومتِ بلوچستان اور ضلعی انتظامیہ نے ایک چارٹر آف ڈیمانڈز پر دستخط کرتے ہوئے اسمہ اور اس کے خاندان کو تحفظ اور ملوث افراد کی گرفتاری کی یقین دہانی کرائی۔ مگر یہ وعدے بھی ہمیشہ کی طرح کاغذوں تک محدود رہے۔

کل اسمہ جتک ایک بار پھر قرآن ہاتھ میں لیے متعلقہ حکام سے فریاد کر رہی تھی کہ ظہور جمالزئی اور اس کا مسلح گروہ اسے اور اس کے خاندان کو دوبارہ قتل کی دھمکیاں دے رہا ہے اور اسے تحفظ دیا جائے۔ مگر چند ہی گھنٹوں بعد اس کے والد کو سرِعام گولی مار کر قتل کر دیا گیا۔ اس سے پہلے اس کے منگیتر اور ماموں کو بھی قتل کیا جا چکا تھا۔

اب سوال صرف ظہور جمالزئی جیسے مسلح عناصر کا نہیں، بلکہ اس ریاست اور یہاں کے قانونی نظام کا ہے جس کے سائے میں ایسے گروہ اتنے طاقتور ہو جاتے ہیں کہ اغوا کریں دھمکیاں دیں قتل کریں، مگر قانون ان تک نہ پہنچ سکے۔ بلوچستان کا اصل المیہ چند غنڈے نہیں، بلکہ وہ قانونی، سیاسی و انتظامی ڈھانچہ ہے جو ایسے عناصر کو تحفظ دیتا اور انہیں قانون سے بالاتر بنا دیتا ہے۔

حکومتِ بلوچستان کو جواب دینا ہوگا کہ جنوری 2025 میں جس چارٹر آف ڈیمانڈز پر اس نے دستخط کیے تھے، اس کی حیثیت کیا تھی؟ اگر سرکاری ضمانت کے باوجود ایک خاندان کو تحفظ نہیں مل سکتا تو پھر حکومت کے دستخط، وعدے اور بیانات محض احتجاج ختم کرانے کے کاغذی حربے تھے۔

بلوچستان حکومت جو آئے روز اپنی کارکردگی اور گڈ گورننس کے دعوے کرتی ہے، کیا آج اسمہ جتک اور اس کے خاندان کو انصاف دے سکے گی؟ کیا وہ بااثر مسلح عناصر کو قانون کے کٹہرے میں لا کر ثابت کرے گی کہ بل��چستان میں قانون طاقتور اور کمزور، دونوں کے لیے برابر ہے؟

اگر اس بار بھی انصاف نہ ملا اور تحفظ کے وعدے کاغذوں تک محدود رہے، تو یہ واضح ہو جائے گا کہ یہ نام نہاد سردار عوام کے نمائندے نہیں، بلکہ بلوچ سرزمین پر مسلط ایسے بااثر غنڈے اور کرائے کے قاتل ہیں جو ہر قسم کی قانونی جوابدہی سے محفوظ ہیں۔

پاکستان میں بلوچ خواتین کے خلاف مبینہ پولیس تشدد پر شدید تشویش

پاکستان خود کو جمہوری ریاست کے طور پر پیش کرتا ہے، تاہم بلوچ خواتین کے احتجاج کے دوران پولیس کی جانب سے مبینہ طور پر دھکے دینے، گھسیٹنے اور بدسلوکی کے مناظر نے انسانی حقوق کی صورتحال پر ایک بار پھر سنگین سوالات اٹھا دیے ہیں۔

بلوچ حلقوں پرامن آوازوں کو دبانے، نوجوانوں کی مبینہ جبری گمشدگیوں اور احتجاج کرنے والی خواتین کے خلاف کارروائیوں سے یہ تاثر مضبوط ہو رہا ہے کہ ریاست بلوچ عوام کے سیاسی اور انسانی حقوق کے مطالبات برداشت کرنے کو تیار نہیں۔

طاقت کے استعمال اور اختلافِ رائے کو دبانے کے بجائے بلوچ عوام کے مطالبات کو سننا اور ان کے بنیادی حقوق کا احترام کرنا ہی پائیدار حل کی طرف پہلا قدم ہے۔

Shoukat, son of Hussain, a 32-year-old businessman from Barzuzai Naal, Khuzdar, was forcibly disappeared on 8 July 2026 at approximately 8:30 AM from Istakhali Naal, Khuzdar. According to verified information, the abduction was carried out by personnel of the Frontier Corps (FC).

Since then, his whereabouts remain unknown, causing immense distress to his family.

The continued practice of enforced disappearances by Pakistani forces is a grave violation of human rights. We call on the authorities to immediately reveal Shoukat's whereabouts, ensure his safe release, and end this ongoing pattern of abuse in Balochistan.
