SUBJECT: Quantum Cardiac Key (QCK) — living human authorization latch for multi-domain command
THE PARADOX
Autonomy can act at machine speed. It must not own irreversible authority.
Passwords, certificates, faces, and session cookies outlive intent. They spoof. They remain valid after capture or
death. Future C2 will decouple execution from legal authority: machines detect, track, and engage inside authorized
envelopes. The missing primitive is a latch at the envelope boundary.
Question the latch answers: Is the authorized principal physically present and demonstrably alive at the exact
moment this authority is exercised?
THE PRIMITIVE
QCK is hardware root-of-trust, not a controller, not an AI-safety layer, not latency in the inner loop. Four properties
fuse inside a system-in-package enclave to mint an ephemeral authorization token:
Identity binding + live physiology + fresh entropy + TEE → ephemeral human latch
1. Identity. Enrolled waveform bound to one principal at provisioning.
2. Liveness. Real-time electrophysiology rejects playback and static templates. Residual spoof resistance is a test
metric, not a paper conclusion.
3. Fresh entropy. Physical / quantum-grade entropy seeds each signing event. Replay hardness is measured, not
assumed.
4. TEE, fail-closed. Derivation inside a hardware enclave. Loss of required liveness targets immediate destruction of
ephemeral material. Instant zeroization is to be demonstrated.
Placement: authority boundaries only. Stabilization, close-in intercept, and fusion stay inside pre-authorized
envelopes. QCK is invoked when the envelope itself must change.
WHERE IT SITS
Distributed C2, autonomous weapons, subterranean / SCIF, directed energy, counter-UAS, cislunar, N-person strategic
release, and AI-model promotion all share one failure: static credentials still authorize after the human is gone,
captured, or faked. QCK-class function is the same in every domain — gate envelope change and release on
contemporaneous live proof; leave the inner loop alone.

HARD BOUNDARIES
Liveness ≠ free will. Alive and present is not uncompromised intent. Coercion is a C2 and N-person problem.
Not a cure-all. Does not fix bad policy, unlawful orders, bad sensors, bad models, or supply-chain firmware.
Narrow claim only. Designated authorization events become cryptographically conditional on contemporaneous
physical liveness.
ASK
Treat QCK as a security hypothesis in Meridian-relevant test pipelines — not a program of record. Hypothesis: a
hardware-rooted enclave can bind identity, cardiac liveness, fresh entropy, and ephemeral key derivation tightly
enough to reject valid static credentials, recorded biometrics, compromised sessions, and captured terminals.
Measure: replay rejection, time-to-zeroize on loss of liveness, false-reject under motion and stress, independence of
N live roots. Until measured: “designed to,” never “ensures.”
Autonomy owns the loop. Policy owns the envelope. A living human owns the latch.

Secretary Hegseth officially signed the memorandum commissioning Project Meridian: The Future of Warfare.
The Department of War is directing CTO Emil Michael to launch it immediately. Elon Musk, Palmer Luckey, and Newt Gingrich will co-lead it.
The project will study the battlefields of the future, identify the weapons and technologies warfighters will need, and propose how to develop, test, and field them so America keeps overmatch.
Findings are due in 120 days…by January 28, 2027.
Winning the last war is not enough. The memo says AI, autonomy, directed energy, robotics, and biotechnology are about to change how wars are fought.
If the Pentagon waits, China first and foremost will field that tech first. If America maps the next battlefield now - from underground to space - it can build the weapons before it needs them.
That’s why Hegseth brought in Musk, Luckey, and Gingrich. The point is to stop letting the bureaucracy decide the future of warfare by itself.
