Not sure about being a sub-optimal design, but the solutions still need to be fully deployed, and Lightning isn't even sufficient to scale Bitcoin.

We all agree that high fees were always inevitable. But the premise that it doesn't matter because we have layered solutions that solves this is false. We don't have them yet, not deployed at scale. IMO it's sub-optimal design of Bitcoin that high fees kick-in so soon.
