But there is an economic logic to the proposal, in that profit-chasing private grocers impose a considerable markup over the wholesale price of food, whereas the muni-owned stores won’t. That smaller (or even zero) markup could bring relief to low-income families. And it could also impose a modicum of price discipline on the privately owned grocery stores.
