व्यक्तिगत आरोप करण्याचा अजिबात हेतू नाही. प्रश्न ���्यक्तीचा नसून महाराष्ट्रातील लाखो विद्यार्थ्यांच्या भवितव्याचा आणि MPSC च्या विश्वासार्हतेचा आहे.

औषध निरीक्षक परीक्षेतील पेपरफुटीची घटना आपण पदभार स्वीकारण्यापूर्वीची असली, तरी त्यानंतरही परीक्षा, निकाल, मूल्य��ापन आणि प्रशासनाशी संबंधित अनेक गंभीर प्रश्न विद्यार्थ्यांसमोर आहेत. ८४ परीक्षा घेतल्या हे प्रशासनाच्या कामकाजाचे स्पष्टीकरण असू शकते; मात्र विद्यार्थ्यांच्या तक्रारी, संशय आणि अनियमिततेच्या आरोपांचे निराकरण करण्यासाठी केवळ आकडे पुरेसे नाहीत.

आमची मागणी स्पष्ट आहे:
🔴 सर्व गंभीर प्रकरणांची स्वतंत्र, निष्पक्ष आणि विश्वासार्ह चौकशी
🔴 परीक्षा प्रक्रियेचे फॉरेन्सिक व डिजिटल ऑडिट
🔴 पेपरफुटी व परीक्षा गैरप्रकारांना जबाबदार असलेल्या प्रत्येकावर कठोर कारवाई
🔴 विद्यार्थ्यांच्या तक्रारींसाठी पारदर्शक आणि उत्तरदायी यंत्रणा
🔴 MPSCच्या निर्णयप्रक्रियेत पूर्ण पारदर्शकता

आपण म्हणता, “पुरावा दिला तर एक क्षणही मी या पदावर राहणार नाही.”

मात्र आज परिस्थिती अशी आहे की MPSC वरी�� विद्यार्थ्यांचा विश्वासच गंभीरपणे डळमळीत झाला आहे. त्यामुळे या संपूर्ण प्रकरणाची निष्पक्ष चौकशी पूर्ण होईपर्यंत आपण अध्यक्षपदावर राहणे योग्य ठरेल का, हा प्रश्न आता उपस्थित होतो. म्हणून आमची स्पष्ट मागणी आहे - MPSC च्या विश्वासार्हतेच्या हितासाठी मा. विवेक भीमनवार यांनी अध्यक्षपदाचा राजीनामा द्यावा आणि स्वतंत्र चौकशीला सामोरे जावे. आमचा लढा कोणत्याही व्यक्तीविरोधात नाही. तो MPSC मध्ये विद्यार्थ्यांचा विश्वास पुन्हा प्रस्थापित करण्यासाठी आहे.

विद्यार्थ्यांना स्पष्टीकरण नव्हे, विश्वासार्ह, पारदर्शक आणि उत्तरदायी व्यवस्था हवी आहे.

How Can Students Trust an Inquiry into the MMRDA Recruitment Scam? This Is the Question on Every Student’s Mind Today!

The alleged irregularities in the MMRDA recruitment process have put the future of thousands of engineering students and candidates at stake. After serious questions were raised regarding the results, normalization process and marks, MMRDA appointed a committee to investigate the matter. However, the appointment of Mr. Johnny Joseph as the Chairman of this committee has raised even more serious concerns among students. The students’ concern is not about an individual. It is about the independence, impartiality and credibility of the inquiry.

It has been reported that in 2015, the then Additional Chief Secretary Kulkarni wrote to the then Chief Secretary raising serious concerns regarding Mr. Johnny Joseph’s integrity, honesty and aspects of his official conduct. If such serious concerns were indeed raised at the official level in the past, then what “test of independence, impartiality and conflict of interest” was applied before appointing the same person to head an inquiry into the alleged irregularities in the MMRDA recruitment process?

Today, students have some simple but deeply troubling questions:
1. If serious questions were reportedly raised in the past regarding aspects of his official conduct, should the same person be entrusted with investigating a matter that directly affects the future of thousands of students?
2. Before making this appointment, were his previous official records and the concerns reportedly raised against him thoroughly examined?
3. Was there no completely independent person available to head the inquiry, someone whose appointment would be beyond even the slightest suspicion of bias or conflict of interest?
4. Students have already lost confidence in the recruitment results and the normalization process. How can they reasonably be expected to place their trust in a committee whose chairman himself is a matter of concern for them?
5. Is it enough to simply state that an inquiry is impartial, or must the process be demonstrably impartial and transparent to the students?
6. If the impartiality and credibility of the person conducting the inquiry itself are being questioned, why should students blindly accept the findings of that inquiry?

This is absolutely not a personal attack on anyone. It is a question of the credibility and integrity of the process. The MMRDA recruitment examination was conducted for 235 posts, with thousands of candidates investing years of their lives preparing for competitive examinations. Candidates have raised serious allegations regarding irregularities in the result and normalization process. Questions have also been raised about seemingly inexplicable differences in the marks of certain candidates.

In such circumstances, the inquiry committee cannot be treated as merely an administrative formality. It is a mechanism that will determine the future of thousands of students across Maharashtra.

Therefore, the students’ demands are clear:
🔴 The government must provide clear answers to the concerns raised regarding the impartiality of the committee headed by Mr. Johnny Joseph.
🔴 Instead of an internal or administrative inquiry by an institution such as MMRDA, there must be a completely independent judicial inquiry.
🔴 The inquiry should preferably be conducted under the supervision of a sitting or retired High Court Judge.

🔴 An independent forensic audit must examine the CBT process, normalization formula, raw marks, normalized marks, answer keys, server logs, examination-centre data, result-processing methodology and all relevant technical records.
🔴 The inquiry report must be made public within a clearly defined timeframe.
🔴 If any irregularity, corruption, collusion or fraud is established, strict criminal action must be taken against everyone found guilty, irrespective of their position, status or political/administrative influence.

Because this is not merely a question about one examination or one result. It is a question of the hard work of thousands of students, the hopes of their families and their future. Students have studied for years. They appeared for the examination with the hope of building a career. And today, instead of certainty about their future, they are left with questions and doubts.

The government must understand:
Students do not want favours; they want justice. Students do not want assurances; they want a transparent investigation. Do not ask students to blindly trust any committee. Give them an independent process that genuinely deserves their trust. The inquiry into the MMRDA recruitment process must be conducted in such a manner that every student can accept its findings with complete confidence.

The inquiry must be independent. The inquiry must be transparent. Whoever is guilty must face action, irrespective of position or influence.
And there must be absolutely no compromise with the future of Maharashtra’s students.

MMRDA भरती घोटाळ्याच्या चौकशीवर विद्यार्थ्यांचा विश्वास कसा बसणार? हा प्रश्न आज प्रत्येक विद्यार्थ्याच्या मनात आहे!

MMRDA च्या भरती प्रक्रियेत झालेल्या कथित गैरप्रकारामुळे हजारो अभियांत्रिकी विद्यार्थ्यांच्या आणि उमेदवारांच्या भवितव्यावर प्रश्नचिन्ह निर्माण झाले आहे. निकाल, Normalization आणि गुणांबाबत गंभीर शंका उपस्थित झाल्यानंतर MMRDA ने चौकशीसाठी समिती नियुक्त केली आहे. मात्र या समितीच्या ���ध्यक्षपदी मा. जॉनी जोसेफ यांची नियुक्ती झाल्याने विद्यार्थ्यांच्या मनात आणखी गंभीर प्रश्न निर्माण झाले आहेत. विद्यार्थ्यांचा प्रश्न व्यक्तीविरोधाचा नाही; प्रश्न आहे तो चौकशीच्या निष्पक्षतेचा आणि विश्वासार्हतेचा!

२०१५ मध्ये तत्कालीन अतिरिक्त मुख्य सचिव कुलकर्णी यांनी तत्कालीन मुख्य सचिवांना पत्र लिहून जॉनी जोसेफ यांच्या प्रामाणिकपणा, सचोटी आणि त्यांच्या शासकीय कार्यपद्धतीश��� संबंधित काही गंभीर बाबींवर चिंता व्यक्त केल्याचे वृत्त आहे. जर अशा प्रकारच्या गंभीर बाबींबाबत अधिकृत पा��ळीवर पूर्वी प्रश्न उपस्थित झाले असतील, तर आज MMRDA भरती प्रक्रियेच्या कथित गैरप्रकाराची चौकशी करण्यासाठी त्याच व्यक्तीला समितीचे अध्यक्ष करण्याचा निर्णय घेताना शासनाने कोणती "स्वतंत्रता, निष्पक्षता आणि Conflict of Interest ची कसोटी" लावली?

आज विद्यार्थ्यांच्या मनात काही सरळ आणि अस्वस्थ करणारे प्रश्न आहेत:
१.ज्यांच्या स्वतःच्या शासकीय कार्यकाळाबाबत पूर्वी गंभीर प्रश्न उपस्थित झाल्याचे सांगित��े जाते, त्यांनीच विद्यार्थ्यांच्या भवितव्याशी संबंधित या प्रकरणाची चौकशी करावी का?
२. या नियुक्तीपूर्वी त्यांच्या पूर्वीच्या अधिकृत नोंदी आणि त्यांच्याबाबत उपस्थित करण्यात आलेल्या आक्षेपांची तपासणी करण्यात आली का?
३. चौकशी समितीच्या अध्यक्षपदासाठी पूर्णपणे स्वतंत्र आणि कोणत्याही प्रकारच्या पूर्वग्रहाच्या संशयापासून मुक्त व्यक्ती उपलब्ध नव्हती का?
४. ज्या विद्यार्थ्यांना आधीच निकाल आणि Normalization प्रक्रियेवर विश्वास राहिलेला नाही, त्यांच्याकडून या समितीवर विश्वास ठेवण्याची अपेक्षा कशी केली जाऊ शकते?
५. ‘चौकशी निष्पक्ष आहे’ एवढे सांगणे पुरेसे आहे का, की ती निष्पक्ष असल्याचे विद्यार्थ्यांना प्रत्यक्ष दिसले पाहिजे?
६. चौकशी करणाऱ्या व्यक्तीची निष्पक्षता आणि विश्वासार्हताच संशयाच्या भोवऱ्यात असेल, तर त्या चौकशीच्या निष्कर्षांवर विद्यार्थ्यांनी विश्वास का ठेवावा?

हा व्यक्तीविरोध अजिबात नाही. हा प्रक्रियेच्या विश्वासार्हतेचा प्रश्न आहे. MMRDA भरती प्रक्रियेत २३५ पदांसाठी परीक्षा झाली. हजारो उमेदवारांनी आपल्या आयुष्याची वर्षे स्पर्धा परीक्षेच्या तयारीत घालवली. निकालाच्या प्रक्रियेत आणि Normalization मध्ये गंभीर विसंगती असल्याचे उमेदवारांकडून आरोप केले जात आहेत. काही उमेदवारांच्या गुणांबाबत अविश्वसनीय तफावत असल्याचेही प्रश्न उपस्थित झाले आहेत. अशा परिस्थितीत चौकशी समिती ही केवळ प्रशासकीय औपचारिकता नसून "राज्यातील हजारो विद्यार्थ्यांच्या भवितव्याचा निर्णय घेणारी व्यवस्था" आहे.

म्हणूनच विद्यार्थ्यांची मागणी स्पष्ट आहे :
🔴 मा. जॉनी जोसेफ यांच्या अध्यक्षतेखालील समितीच्या ��िष्पक्षतेबाबत निर्माण झालेल्या प्रश्नांची शासनाने स्पष्ट उत्तरे द्यावीत.
🔴 MMRDA सारख्या संस्थेच्या अंतर्गत किंवा प्रशासकीय चौकशीपेक्षा "पूर्णपणे स्वतंत्र न्यायिक चौकशी" करण्यात यावी.
🔴 ही चौकशी "उच्च न्यायालयाच्या विद्यमान किंवा निवृत्त न्यायमूर्तींच्या देखरेखीखाली" करण्यात यावी.
🔴 CBT, Normalization Formula, Raw Marks, Normalized Marks, Answer Keys, सर्व्हर लॉग्स, परीक्षा केंद्रांवरील डेटा, निकाल तयार करण्याची प्रक्रिया आणि संबंधित तांत्रिक नोंदींचे "स्वतंत्र Forensic Audit" करण्यात यावे.
🔴 चौकशीचा अहवाल निश्चित कालमर्यादेत सार्वजनिक करण्यात यावा.
🔴 चौकशीत कोणत्याही प्रकारचा गैरप्रकार, भ्रष्टाचार, संगनमत किंवा फसवणूक आढळल्यास "पद, प्रतिष्ठा किंवा राजकीय/प्रशासकीय प्रभाव न पाहता संबंधितांवर कठोर फौजदारी कारवाई" करण्या��� यावी.

कारण हा केवळ एका परीक्षेचा किंवा एका निकालाचा प्रश्न नाही. हा हजारो विद्यार्थ्यांच्या मेहनतीचा, त्यांच्या कुटुंबांच्या अपेक्षांचा आणि त्यांच्या भविष्याचा प्रश्न आहे. विद्यार्थ्यांनी वर्षानुवर्षे अभ्यास केला, परीक्षा दिली आणि आता त्यांच्या हातात निकालाऐवजी प्रश्नचिन्ह आले आहे.

सरकारने हे लक्षात ठेवावे:
विद्यार्थ्यांना उपकार नकोत; त्यांना न्याय हवा आहे. विद्यार्थ्यांना ��श्वासन नको; त्यांना पारदर्शक चौकशी हवी आहे. विद्यार्थ्यांना कोणत्याही समितीवर अंधविश्वास ठेवायला सांगू नका; त्यांना विश्वास ठेवता येईल अशी स्वतंत्र व्यवस्था द्या. MMRDA भरतीची चौकशी अशी असली पाहिजे की तिच्या निष्कर्षावर प्रत्येक विद्यार्थी डोळे झाकून विश्वास ठेवू शकेल. चौकशी स्वतंत्र हवी, चौकशी पारदर्शक हवी दोषी कोणताही असो, कारवाई झालीच पाहिजे आणि विद्यार्थ्यांच्या भवितव्याशी कोणतीही तडजोड होता कामा नये!

I have been informed by several aspirants about serious allegations of irregularities in the MMRDA JE recruitment exam.

Candidates who couldn’t even secure decent marks in other exams have reportedly emerged as toppers in the MMRDA exam.

Interestingly, many of the toppers are reportedly from the same exam centre.

This raises serious questions and must be thoroughly investigated!

.@MMRDAOfficial प्रमाणेच, ज्यांनी प्रामाणिकपणे अभ्यास करून @PMCPune कनिष्ठ अभियंता (स्थापत्य) भरती परीक्षा उत्तीर्ण केली, त्या प्रत्येक गुणवंत आणि प्रामाणिक विद्यार्थ्याच्या भावना आम्हाला पूर्णपणे समजतात.

गैरप्रकार करणाऱ्यांवर�� कठोर कारवाई झाली पाहिजे; मात्र त्याची शिक्षा प्रामाणिकपणे परीक्षा देऊन यश मिळवलेल्या विद्यार्थ्यांना होता कामा नये. आमची भूमिका स्पष्ट आहे CCTV फुटेज, सर्व्हर/लॉग डेटा आणि इतर सर्व उपलब्ध पुराव्यांची निष्पक्ष व स्वतंत्र तपासणी झाली पाहिजे. दोषी कोण आहे, हे निश्चितपणे समोर आले पाहिजे आणि दोषींवर कठोर कारवाई झाली पाहिजे. पण त्याचवेळी genuine candidates च्या मेहनतीवर अन्याय होता कामा नये.

आम्ही प्रामाणिक विद्यार्थ्यांच्या पाठीशी ठामपणे उभे आहोत. त्यांच्या मेहनतीचे, मानसिक संघर्षाचे आणि भविष्यातील संधींचे संरक्षण करणे हीच आमची लढाई आहे. न्याय हवा - प्रामाणिक विद्यार्थ्यांनाही आणि गैरप्रकार करणाऱ्यांविरुद्धही.

भरती प्रक्रियेवर प्रश्न उपस्थित करताना निवड झालेल्या प्रामाणिक विद्यार्थ्यांवर अन्याय होऊ नये.

MMRDA भरती परीक्षा : योगायोग की गंभीर प्रश्नचिन्ह?
MMRDA भरती परीक्षेतील काही उमेदवारांच्या यापूर्वीच्या स्पर्धा परीक्षांतील गुण आणि MMRDA परीक्षेतील गुणांमध्ये मोठी तफावत दिसून येत आहे. यामुळे परीक्षा प्रक्रियेच्या पारदर्शकतेबाबत विद्यार्थ्यांच्या मनात गंभीर प्रश्न निर्माण झाले आहेत.
उदाहरणार्थ, काही उमेदवारांचे पूर्वीचे गुण अत्यं��� कमी असताना MMRDA परीक्षेत १९२ ते २०० पैकी तब्बल १९८-२०० गुण मिळाले आहेत.

१) Tushar Funde — BMC SE: 7.5/100 → MMRDA: 200/200
२) Aniket Dhere — BMC SE: 8.5/100 → MMRDA: 198.38/200
३) Gaurav Yekekar — Nagpur JE: 48/200 → MMRDA: 198/200 (Rank 7)
४) Akash Rakhade — PMC JE: 82/200 → MMRDA: 198/200 (Rank 11)
५) Yogesh Kumar Kathe — BMC SE: 7.5/100 → MMRDA: 192/200

हे आकडे स्वतःमध्ये गैरप्रकार सिद्ध करत नाहीत; मात्र अशा असामान्य गुणफरकाची स्वतंत्र आणि तांत्रिक चौकशी होणे आवश्यक आहे.
CCTV Footage, Server Logs, Login-Logout Records, IP/Device Mapping आणि Response Patterns यांची सखोल तपासणी करण्यात यावी.
हजारो विद्यार्थ्यांच्या मेहनतीचा आणि सरकारी भरती प्रक्रियेवरील विश्वासाचा हा प्रश्न आहे. आरोप खरे असतील तर दोषींवर कठोर कारवाई झालीच पाहिजे आणि आरोप खोटे असतील तर निष्पक्ष चौकशीतून सत्य स्पष्ट झालेच पाहिजे.
परीक्षा पारदर्शक असलीच पाहिजे संशय निर्माण झा���ा असेल तर चौकशी झालीच पाहिजे!

Dear @MMRDAOfficial,

Candidates deserve clarity on the examination process.

MMRDA’s official statement says that the examination and declaration of results were handled by TCS, following which the results were uploaded on the MMRDA website. However, available audio recordings appear to indicate that MMRDA officials were actively following up with TCS regarding the results. In another recording, an Assistant Desk Officer reportedly states that the “result file” had been sent for the Commissioner’s approval and that the Commissioner had the authority to declare the results.

The recordings also raise serious concerns regarding alleged threats made to candidates seeking information about the results.

This raises a fundamental question:
If the examination and result process was entirely handled by @TCS, as stated by MMRDA, why was the result file reportedly being processed for approval at the MMRDA level?

MMRDA must clarify:
• What role did MMRDA officials play in the result process?
• Was the result file placed before the Commissioner for approval?
• Who took the final decision to declare the results?
• What communication took place between MMRDA officials and TCS?
• Who was responsible for responding to candidates seeking information?
Candidates are not asking for assumptions or allegations to be treated as facts. They are asking for transparency, accountability and a factual explanation of the examination and result process.

Candidates deserve clear and fact-based answers.

उमेदवारांना परीक्षा प्रक्रियेबाबत स्पष्टता हवी आहे. MMRDA च्या अधिकृत स्पष्टीकरणानुसार, परीक्षा व निकाल जाहीर करण्याची प्रक्रिया TCS कडून हाताळण्यात आली आणि त्यानंतर निकाल MMRDAच्या संकेतस्थळावर अपलोड करण्यात आला.
मात्र उपलब्ध ऑडिओ रेकॉर्डिंगमध्ये MMRDAचे अधिकारी TCSकडे निकालाबाबत पाठपुरावा करत असल्याचे दिसून येते. तसेच, आणखी एका ऑडिओमध्ये Assistant Desk Officer यांनी “result file” आयुक्तांच्या मंजुरीसाठी पाठवण्यात आल्याचे आणि निकाल जाहीर करण्याचा अधिकार आयुक्तांकडे असल्याचे सांगितल्याचे दिसते. याशिवाय, निकालाबाबत माहिती मागणाऱ्या उमेदवारांना कथित धमक्या दिल्याच्या बाबतीतही या रेकॉर्डिंगमधून गंभीर प्रश्न निर्माण होतात.

म्हणूनच मूलभूत प्रश्न असा आहे:
जर परीक्षा व निकाल प्रक्रिया पूर्णपणे TCSकड��न हाताळली गेली, असे MMRDAचे म्हणणे असेल, तर निकालाची फाईल MMRDA स्तरावर आयुक्तांच्या मंजुरीसाठी का पाठवण्यात आली?

MMRDAने स्पष्ट करावे:
• निकाल प्रक्रियेत MMRDAच्या अधिकाऱ्यांची नेमकी भूमिका काय होती?
• निकालाची फाईल आयुक्तांच्या मंजुरीसाठी ठेवण्यात आली होती का?
• निकाल जाहीर करण्याचा अंतिम निर्णय कोणी घेतला?
• MMRDA अधिकारी आणि TCS यांच्यात निकालाबाबत कोणता संवाद झाला?
• उमेदवारांच्या प्रश्नांना उ��्तर देण्याची जबाबदारी कोणाची होती?

उमेदवार कोणतेही आरोप तथ्य म्हणून स्वीकारण्याची मागणी करत नाहीत. त्यांना फक्त पारदर्शकता, जबाबदारी आणि परीक्षा व निकाल प्रक्रियेतील वस्तुस्थिती स्पष्ट हवी आहे. उमेदवारांना स्पष्ट आणि तथ्याधारित उत्तर मिळालेच पाहिजे.

MMRDA भरती परीक्षेबाबत उमेदवारांकडून समोर येत असलेले प्रश्न अत्यंत गंभीर आहेत.

ज्या उमेदवारांचा अभ्यासाशी किंवा संबंधित विषयातील गुण��त्तेशी मेळ नसतानाही ते कथितरीत्या टॉपर्सच्या यादीत आले, त्यांच्या निकालाची स्वतंत्रपणे तपासणी होणे आवश्यक आहे. विशेषतः मुंबई, अहिल्यानगर, ठाणे, सोलापूर आणि नागपूर या परीक्षा केंद्रांतील निकाल, raw scores, normalized scores, उमेदवारांची शैक्षणिक पार्श्वभूमी आणि अंतिम merit list यांचे केंद्रनिहाय forensic analysis झाले पाहिजे.

नागपूर परीक्षा केंद्राबाबत उमेदवारांकडून उपस्थित केले जाणारे गंभीर प्रश्न दुर्लक्षित करून चालणार नाहीत. मात्र कोणत्याही केंद्राला किंवा उमेदवारांना पुराव्याशिवाय दोषी ठरवण्याऐवजी CCTV फुटेज, attendance records, biometric data, login/IP logs, प्रश्नपत्रिका वितरणाची नोंद, raw marks, normalization calculations आणि result files यांची स्वतंत्र चौकशी झाली ��ाहिजे. MMRDAने केवळ “TCSने परीक्षा घेतली” किंवा “normalisation शासनमान्य आहे” एवढे सांगून जबाबदारी झटकू नये.

कोणाला टॉपर केले गेले? कोणत्या प्रक्रियेतून? कोणाच्या मंजुरीने? आणि normalization नंतर गुणांमध्ये इतका फरक का पडला? या सर्व प्रश्नांची उत्तरे देण्यासाठी न्यायालयाच्या देखरेखीखाली स्वतंत्र SIT/Forensic Audit हीच विश्वासार्ह मार्ग आहे.

परीक्षा ही हजारो प्रामाणिक तरुणांच्या भवित��्याचा प्रश्न आहे.
यशाचा मार्ग अभ्यासातून असला पाहिजे; परीक्षा केंद्रातून किंवा कोणत्याही गैरप्रकारातून नव्हे.
