@GeorgeMayer@allenholub Most of the time, it's because people specifying what should be built also can't predict everything. Hence, agile or iterative development. It's possible to estimate smaller chunks of work.

@GeorgeMayer@allenholub On the software side, we work with estimates while in civil engineering, with much more detailed plans. There is only one way to build a house - bottom up.
It's not impossible to have detailed waterfall plans in software, too, but we rarely use them.
