JUSTICE FOR THE KUKI VICTIMS – DEMAND FOR ACCOUNTABILITY
The Kuki Community continues to seek justice for innocent civilians, pastors, women, youth, and elders who lost their lives during the ongoing conflict in Manipur.
We call for an independent, transparent, and impartial investigation into the killings, destruction of villages, and displacement of Kuki civilians in Ukhrul District, Kamjong District, and Kangpokpi District.
We further demand justice for the three Kuki pastors who were travelling from Churachandpur District to Kangpokpi District and were tragically killed during the violence. Their families deserve truth, accountability, and justice.
Serious concerns have also been raised regarding the alleged activities of NSCN Eastern Flank, NSCN-IM, ZUF (Kamson Group), and Shan National Army/Junta-linked elements, including allegations of armed movements, intimidation, attacks on civilians, and disruption of normal life. These allegations must be thoroughly investigated by the competent authorities.
The Government of India, security agencies, and border management authorities must take urgent measures to strengthen security along the Indo–Myanmar border and investigate reports concerning the movement of foreign-origin armed actors into Indian territory. Protecting civilians, maintaining territorial integrity, and ensuring the rule of law remain essential responsibilities of the State.
We therefore demand:
• Justice for all innocent Kuki civilians who lost their lives.
• Justice for the three Kuki pastors and all victims of violence.
• Independent investigations into attacks against civilians and places of worship.
• Thorough investigation into allegations concerning NSCN Eastern Flank, NSCN-IM, ZUF (Kamson Group), and Shan National Army/Junta-linked elements.
• Enhanced border security measures to prevent unlawful cross-border armed activities.
• Protection of all communities and restoration of peace, security, and normalcy in Manipur.
May the memories of those who perished never be forgotten, and may truth, justice, healing, and lasting peace prevail.

URGENT APPEAL FOR INVESTIGATION, ACCOUNTABILITY AND SECURITY OPERATIONS
The Kuki community expresses deep concern over the continued violence, destruction of villages, and loss of innocent lives in the hill districts of Manipur. Till today, serious concerns remain regarding the burning and destruction of Kultuh village, a Kuki ancestral village in Kamjong District near the Indo-Myanmar border. We call upon the Government of India, NIA, CBI, Ministry of Home Affairs, Army, Assam Rifles, CRPF, and all concerned authorities to conduct a thorough, impartial, and transparent investigation into all incidents of violence and bring those responsible before the law.
The Kuki community further urges the authorities to investigate reports concerning the activities of armed groups, including NSCN-IM, NSCN Eastern Flank, ZUF (Kamson Group), Shan National Army (SNA), and other cross-border armed elements allegedly operating in the region. Any individual or organization found involved in violence, intimidation, attacks on civilians, destruction of villages, or illegal cross-border activities must be held accountable under Indian law.
We are also concerned by allegations that security operations and law enforcement actions are not being applied equally across affected areas. Public confidence can only be restored through impartial enforcement of the law, protection of all civilians regardless of community, and equal action against every armed group involved in violence. Allegations regarding obstruction of security operations, interference with law enforcement, or support for armed activities by any individual or organization should likewise be independently investigated by competent authorities.
The people of Ukhrul, Kamjong, Kangpokpi, and other affected districts deserve peace, security, and justice. We therefore appeal for coordinated security operations, strengthened border management, protection of vulnerable villages, and a comprehensive investigation into all incidents of violence, arson, killings, and destruction of property. The safety of innocent civilians must remain the highest priority.
The Government of India, NIA, CBI, Army, Assam Rifles, CRPF, BSF, ITBP, and Manipur administration must act urgently to restore public confidence, uphold the rule of law, secure the border, and ensure that those responsible for violence and attacks on civilians are identified, arrested, and prosecuted through due process of law.

LAMKA — Kuki Inpi Manipur (KIM) has issued a press statement, strongly condemning what it called “continuous, targeted harassment of innocent villagers and systematic violation of individual rights” by Central Security Forces during “combing operations” in Leilon Vaiphei and adjoining villages.
In the statement, Ref. 04/KIM/PR/25-52, KIM said the recent actions of security forces in Leilon Vaiphei, a village “already reeling under armed aggression,” are “completely unacceptable and antithetical to democratic governance.” According to KIM, forces have surrounded the area with a “ruthless, military-style lockdown,” conducting aggressive house-to-house searches and “intimidating vulnerable civilians, including women, children, students, and the elderly” instead of protecting the community.
“The collective voice and mandated rights of the Kuki people cannot be permanently ignored,” the statement said. KIM warned that “continuous neglect of our plight and the suppression of our people will bear serious, far-reaching repercussions.”
KIM linked the security operations to a broader crisis, stating the Kuki-Zo community is “fighting an existential crisis” under a “more than a month-long economic blockade engineered by the United Naga Council (UNC).” It alleged that while supply lines remain blocked, authorities are “weaponising aggressive combing operations” on villages like Leilon Vaiphei, in “direct violation of the fundamental right to life, dignity, and survival enshrined under the Constitution of India.”

KIM called for the “immediate cessation of all civilian harassment, psychological warfare, and provocative cordon-and-search operations within peaceful Kuki-Zo villages.” It also demanded authorities deploy security forces to clear blockaded National Highways to ensure “safe, unhindered passage of food, medicine, and critical supplies.”
“Peace cannot be bought through selective policing, intimidation, or double standards,” KIM said, urging the Government of India and law enforcement to “re-evaluate biased operational tactics, uphold constitutional principles, and ensure equal protection under the law before administrative neglect triggers irreversible consequences.”

Strong Condemnation and Demand for Immediate Action
The Kuki community strongly condemns the threatening and inflammatory statement issued by the so-called Western Command Naga Village Guard. The language used in the statement is not a call for peace, dialogue, or coexistence, but a direct threat against the Kuki community and civilians. Such statements have the potential to further escalate tensions, endanger innocent lives, and disturb public peace and order.
We demand that the Government of India, the Ministry of Home Affairs, the Government of Manipur, and all concerned law-enforcement agencies immediately take strict legal action against those responsible for issuing and circulating this threatening statement. No individual or group should be allowed to openly intimidate, threaten, or incite hostility against any community.
The statement contains language that can be interpreted as intimidation and a warning of violence, which is unacceptable in a democratic society governed by the rule of law. Any dispute or grievance must be addressed through lawful and constitutional means, not through threats and provocative declarations.
The Kuki community urges the authorities to:
1. Immediately identify and arrest the individuals responsible for issuing the statement.
2. Register appropriate legal cases against those involved in spreading threats and communal hostility.
3. Conduct a thorough investigation into the organization and its activities.
4. Ensure protection and security for all vulnerable civilians and villages.
5. Prevent any further attempts to incite violence, fear, or communal hatred.
We call upon the Government of India and security agencies to act without delay. Silence in the face of such threats will only embolden those who seek to create fear and instability. The rule of law must prevail, and anyone issuing threats against any community must be held accountable under the law.

STATEMENT OF APPEAL
The Kuki community welcomes and appreciates the reported arrest of four alleged members of Arambai Tenggol by the NIA. We respectfully urge the Government of India, Central Security Forces, NIA, Assam Rifles, CRPF, COBRA units, and all competent authorities to continue investigations impartially and thoroughly into all incidents of violence that have occurred since the outbreak of the Manipur conflict.
We appeal for a comprehensive investigation into allegations of looted weapons, ammunition, and other arms reportedly taken from police armouries during the violence. Any individual or group found involved in illegal possession, trafficking, distribution, or use of such weapons should be identified and prosecuted strictly in accordance with the law.
The Kuki community continues to seek justice for innocent civilians who lost their lives, villages that were burned, families that were displaced, and victims who suffered serious human rights violations during the conflict. Allegations regarding killings, arson, sexual violence, intimidation, and attacks against civilians must be independently investigated, and those responsible must be held accountable regardless of community, affiliation, or status.
We further call upon the authorities to investigate allegations concerning armed groups operating in various parts of Manipur, including cross-border activities and the movement of illegal weapons. Reports and allegations involving organizations such as NSCN-IM, NSCN factions, ZUF factions, Myanmar-based armed elements, and any other armed actors should be examined through lawful and professional investigation so that the truth can be established and justice delivered.
The people of Manipur deserve peace, security, and equal protection under the Constitution of India. No civilian community should live in fear, and no victim should be denied justice. We urge the Central Government and security agencies to act firmly, impartially, and transparently to restore public confidence and ensure lasting peace.

A statewide "Rally for Justice” was held today,19 June 2026,across various Kuki-Zo inhabited villages and towns under the leadership of Kuki Inpi.
The demonstrations were organized to protest the killing of 14 Kuki-Zo individuals by NSCN-IM and its proxy outfit ZUF-K, and to demand justice for the victims and their families.
Protesters expressed deep concern over the continued attacks on Kuki-Zo villages and strongly condemned the burning of villages by Manipuri Naga assailants. The rallies echoed a united call for peace, security,and accountability.
The gathering further urged the Government and security agencies to take immediate and decisive steps to protect Kuki-Zo villages and civilians from further violence. Participants stressed that the safety and dignity of innocent civilians must be ensured and that those responsible for the killings and destruction must be brought to justice.
The rally concluded with a reaffirmation of the Kuki-Zo community’s demand for justice,security, and the protection of their ancestral villages.
