In short, no, colluding large bakers cannot stop the chain. That said, I don't think liveness is the end be all property that one should be looking for

Tezos officially upgraded off a diff, accepted by community bakers, proposed by a company (though this could have been anyone) and they were awarded 100 XTZ for their hard work - which was specified in the code! Tried and tested, let the games begin!

As an aside, the sentence "Tezos is moving away" implies some sort of concerted decision. That's certainly applicable for protocol votes, which do mark an evolution in the project, but it makes little sense when applied to peripheral tooling which is, by nature, permissionless.
