Because, a convention center, or resting-rooms/lounges is far far more important than shopping complex and movie theater. A convention center immediately signals 'seriousness', where as a mall +cinema is useless for travellers

The 'Guide' told me it was library.
I could clearly see almost all chairs occupied.
