#Dogs Make our lives whole. Yet in **our own country**—the land of *Sanatan Dharma*, the land once known as *Sone Ki Chidiya*, the land we proudly call *Sare Jahan Se Achcha Hindustan Hamara*—that very nation is **failing in compassion** today.

We have labelled our poor, innocent dogs as a “menace.”
But the truth is clear:

* The fault lies with the **government**.
* The fault lies with the **municipal corporations**.
* The fault lies with the **animal welfare boards**.
* The fault lies with the **few NGOs** chasing their own agendas.

Yet the **punishment** is given to our **community dogs**, who have done absolutely nothing wrong.

It is high time we rise.
It is high time we **stand together**.

No more endless phone calls.
No more letters that get ignored.
No more waiting for someone else to act.

Change will only come when we **stand right in front of our municipal corporations** and demand—with unity and courage—that they finally do their jobs.

And if there is a shelter in your city that is not functioning properly, I urge you:
**Go directly to the DCP of your area. File a complaint. Request an immediate inspection with a police team.**
Let no one misuse the name of “animal welfare” ever again.

Because if we don’t act now…
If we don’t work as **one team**…
If we don’t stop the bias, the politics, the partiality…

Then remember this truth:

**If today it’s my dog, tomorrow it will be yours.
If it’s yours today, it will be someone else’s day after tomorrow.**

This cycle will never stop unless *we* stop it.

**Failures of the Animal Welfare Board of India (AWBI) — A Citizen’s Brief**

For decades, the **Animal Welfare Board of India (AWBI)**—the apex body entrusted with protecting animals—has repeatedly failed in its core duties. The result has been **nationwide suffering of animals**, unregulated commercial breeding, corruption, and non-implementation of laws meant to safeguard animal lives.

---

### **1. Zero Enforcement & Regulatory Collapse**

Despite clear mandates under the PCA Act and ABC Rules, AWBI has failed to:

* Ensure enforcement of animal welfare laws by state authorities.
* Push municipalities and state governments to implement sterilization, vaccination, and cruelty-prevention programs.
* Act on Supreme Court directives, including setting up State Boards and SPCAs.

The Supreme Court gave AWBI the role of watchdog; instead, it became a **silent spectator**.

### **2. Outdated Laws Left Unamended**

AWBI has not effectively used its authority to:

* Recommend amendments to the 60-year-old Prevention of Cruelty to Animals Act.
* Push for stronger penalties, despite rising cases of brutality against pets, strays, and working animals.

While citizens have demanded reforms for years, AWBI has offered excuses—not action.

### **3. Non-Functional State Boards & SPCAs**

Even after court orders:

* Many **State Animal Welfare Boards** remain non-functional.
* Numerous districts have **no SPCA** at all, blocking cruelty cases from being handled properly.
* AWBI has taken **no strong steps** to ensure states comply.

This vacuum enables cruelty to flourish unchecked.

### **4. Funding Mismanagement**

A Government-linked report from 1999 exposed:

* **Mismanagement of funds** by AWBI.
* Funds disbursed without proper audits.
* Mismatched accounts from NGOs receiving grants.

To this day, citizens struggle to track how AWBI allocates or uses its budget.

### **5. Total Failure to Regulate Puppy Mills, Pet Shops & Breeders**

AWBI and SAWBs have:

* Failed to register even **one** pet shop or breeder in several states.
* Ignored the booming illegal pet trade.
* Allowed puppy mills to operate in horrific, abusive conditions.

This is one of AWBI’s **most glaring failures**, directly enabling cruelty on a mass scale.

AWBI has repeatedly failed to:

* Act against municipal bodies violating ABC Rules.
