Many government agencies and governance/tech experts in Pakistan genuinely want to improve the business environment, but they do not have a deep understanding of the local context or clarity on high-gain pilots.
For example, BoI and PDA are also doing something these days. This has been tried at least 5 times in my career in this field of business environment, from the early 2000s to today.
PDA and BoI want to improve the business environment. What are they thinking and planning? My guess... integrate SECP and improve other starting-a-business procedures to make them easier. No one understands that the SECP process is already very easy for starting a business. And even if there is some complexity, you can hire a consultant for PKR 50K, and they will handle it all.
So now there will emerge a very govtech person with fancy applications and portals to integrate SECP with some other platforms and establish one portal. It will be a meaningless effort.
Starting a business is not difficult in Pakistan. Running a business is difficult. What are these difficulties? Banking system inefficiencies. IP rights violations. Land record issues. High urban rents. Low-quality HR. Commercial dispute resolution is flawed. Universities do not produce quality research. Inefficient housing policies favouring the elite are not good for middle-class workers and entrepreneurs. It is difficult to address these issues. So the easier way for the World Bank, BOI, etc. is to build a business portal.
During the IK government, he announced business facilitation centers. Many have done similar things in the last two decades. No single window worked. The only exception is PSW. It needs to be studied and understood. Another central portal with a few million dollars means nothing.
History will record a before and an after AI.
