Shri Darpan Jain, Additional Secretary, @DoC_GoI, delivered the keynote address as Chief Guest at the inaugural session of 'Leveraging Quality Infrastructure in Free Trade Agreements', jointly organised by @RIS_NewDelhi and @TICCouncil.

Shri Jain highlighted the growing importance of standards and technical regulations in the global trading system and emphasised the need to adapt to emerging trends, including evolving manufacturing processes, digital certification, sustainability requirements, and private standards, to effectively navigate the challenges of an evolving global trade landscape.

Shri Amit Thakkar, Chair, @TICCouncil, at the inaugural session of 'Leveraging Quality Infrastructure in Free Trade Agreements,' highlighted the importance of translating India’s FTAs into tangible benefits for industry and exporters. He emphasised the role of global acceptance of testing results, certifications and accreditations in reducing duplication, compliance costs and technical barriers to trade, particularly for MSMEs.

He also reaffirmed TIC Council’s commitment to collaborating with @RIS_NewDelhi, regulators and industry stakeholders to strengthen quality infrastructure and enhance the global competitiveness of Indian exports.

Prof. Venu Gopal Achanta, Director, @CSIR_NPL, in his special address at the inaugural session of 'Leveraging Quality Infrastructure in Free Trade Agreements', highlighted the importance of metrology in strengthening India’s quality infrastructure.

He noted that Indian certificates are accepted in many countries and emphasised the need to pursue wider international recognition through FTA negotiations. He also identified traceability as a key challenge in the certification process that requires greater attention.

@RIS_NewDelhi and @TICCouncil signed a Memorandum of Understanding (MoU) to strengthen cooperation in the areas of standards, technical regulations, conformity assessment and related fields.

The MoU aims to facilitate knowledge exchange, joint research and policy dialogue, fostering greater collaboration between the two institutions on standards and regulations.

Prof. Venu Gopal Achanta, Director, @CSIR_NPL, chaired the technical session, which brought together experts from accreditation, industry, testing and conformity assessment to explore ways to leverage India’s quality infrastructure in FTAs.

Setting the context, Shri Anil Jauhri (@aniljauhri), Visiting Fellow, RIS, highlighted the importance of examining how quality infrastructure provisions within FTAs can facilitate market access and deliver meaningful benefits to Indian industry.

Mr. Ramprasath R., Joint Director, @NABL_QCI, emphasised the need for clear mechanisms to recognise Indian conformity assessment bodies and reduce duplicative testing and compliance costs in export markets.

Mr. Ratan Rana, Founder & Director, @iqascorp, called for stronger institutional mechanisms and sector-specific arrangements to facilitate cross-border acceptance of accreditation and conformity assessment results.

Mr. Anil Bharadwaj (@abhardwaj_fisme), Secretary General, @FISME, proposed FTA-readiness audits by product, destination market and industrial cluster to facilitate MSME access to international markets.

Mr. Suresh Kumar, Regional Director-India, Eurofins & Regional Steering Committee Member, @TICCouncil, underlined extension of quality infrastructure beyond laboratories and certification bodies to encompass the entire manufacturing process, and emphasised the need for sector-specific quality excellence programmes, stronger industry engagement and accessible shared facilities to improve compliance and export competitiveness.

@RIS_NewDelhi , in collaboration with the @TICCouncil, looks forward to hosting a panel discussion on 'Leveraging Quality Infrastructure in Free Trade Agreements' on 22 October 2026 at the India Habitat Centre, New Delhi. The discussion will bring together policymakers, regulators, quality infrastructure institutions and industry representatives to explore how standards, testing, certification and accreditation can strengthen trade facilitation and translate FTA commitments into practical market access for Indian businesses.

The event will mark the signing of an MoU between RIS and the TIC Council, laying the foundation for sustained cooperation in research, policy dialogue and capacity building.
