@RIS_NewDelhi is glad to announce the publication of the Policy Brief titled โMultilateralism Served ร la Carte: The Rise of Joint Statement Initiatives at the WTO.โ
As the global trading system approaches the 14th WTO Ministerial Conference (MC14), plurilateral initiatives, particularly Joint Statement Initiatives (JSIs) have emerged as a central and defining feature of ongoing WTO reform discussions. These initiatives, launched outside a formal multilateral mandate, reflect a broader shift toward flexible, issue-based coalitions amid the longstanding impasse in multilateral negotiations.
This policy brief, co-authored by Ms. Shailja Singh, Dr. Priyadarshi Dash (@pdash76), and Mr. Pragyan Agarwal, examines the evolution of JSIs since the Buenos Aires Ministerial (MC11) and provides a comprehensive mapping of their current status across areas such as e-commerce, investment facilitation, services domestic regulation, and environmental sustainability.
The brief also analyses the legal and institutional questions raised by the increasing prominence of plurilateral approaches within the WTO framework, and situates these developments within the broader WTO reform agenda being debated by Members in the lead-up to MC14. It further highlights the implications of this shift for the multilateral trading system and for developing countries navigating an evolving rule-making landscape.
At a time when the future trajectory of WTO negotiations is being actively reimagined, this policy brief offers timely insights into the changing architecture of global trade governance.
