Now, this time, I'm not concerned with the arguments surrounding the Number Plate& tracking etc.
My question is policy issue:
Why did government not consider giving a Ugandan-Wavamunno a RIGHT OF FIRST REFUSAL(ROFR)? Or require a joint venture with him by whoever else was coming in because he had a standing contract of making numbers.
I would wish Parliament went beyond just the operational aspects TO AWARDING OF THE CONTRACT. WHAT WAS THE PROCESS LIKE? Can it hear from Mr. WAVAMUNNO?
Today, The General Court martial is like a theater. A theater of absurdity. There doesn’t seem to be any order.
Lawyers are shutting down each other. The Chairman seems to either be enjoying this spectacle or playing the role of a parent waiting for the kids to play then he bangs the table.
The Prosecutor, Raphael, stands up and asks that the defense is restrained from discussing matters happening in the court in public. He says issues of a defective chargesheet and other matters before court shouldn’t be discussed in public.
He invokes the subjudice rule.
He says “no person was abducted. We have an MOU between Kenya and Uganda on corporation on issues of defense and security. It is under that arrangement that we have the two accused persons before court.”

The defense asks for a copy of this corporation agreement and he refuses to give it to them.

Lukwago: We have a response to the application. It’s frivolous and vexatious. It isn’t grounded in matters of law. I suppose he wanted to submit to matters of sub-judice. I hope he had come prepared with reasoned submissions on that matter.
There’s a wealth of authorities on the issue of subjudice and he has not cited any. But to help him my Lord, the rule is such that one shouldn’t discuss the matter before court in a manner that is likely to prejudice the outcome.
Two, the matter should be before a competent court. A court of judicature. If the matter is before a disciplinary committee, an LC court etc (I’m not suggesting this is an LC Court), then the rule doesn’t apply. The General Court martial isn’t a competent court. It isn’t a court of record.
But also the rule doesn’t bar anyone from discussing decided cases.
A set of four defense lawyers submit on a litany of issues including security related housekeeping issues and then later inform court that they don’t have instructions to proceed beyond this point.

I still wonder how Kabanda and group feel. To me, I give more respect than I have ever given to @mkainerugaba. I now feel I am a full father of my children.
Parents were about to run away from homes worried about what their sons and daughters would do. An apology from a caliber of General Muhozi raises his virtue a notch of global nature. Of course he is my potential future president only that what binds us as values, norms, beliefs and traditions had developed a fracture.

You can forgive ignorance. You can even forgive confusion. What is harder to excuse is someone who cannot understand a basic question, cannot answer it honestly, and has no coherent values to stand for. At that point, you're not debating a position. You're negotiating with an absence.
Much as I disagree with Muhoozi’s decision to arrest Otafiire over his remarks about PLU, I also disagree with Otafiire’s view on President Museveni’s son becoming President. If Muhoozi has the qualities to lead, he has every right to seek the presidency.
