Appeal to the Honourable Chief Justice

Sub: Plea for Justice in the Matter of A.P. DSC (Teacher Recruitment Test)
Examination Process- TET EXAM & DSC EXAM REGARDS

Respected Honourable Chief Justice, We, the aspiring candidates for the A.P. DSC, humbly approach your esteemed court to seek justice regarding the recent developments surrounding the TET (Teacher Eligibility Test) and DSC notifications in Andhra Pradesh. We wish to bring the following issues to your kind attention:

1. As per NCTE G.O. No. 51, the TET is mandated to be conducted twice a year, ensuring that candidates have two opportunities annually to qualify for this critical eligibility test. However, in Andhra Pradesh, the last TET notification was released in the first week of July 2024. It has been nearly 10 months since this notification, depriving many aspiring candidates of their rightful chance to appear for the test.
2. NCTE G.O. No. 51 also clearly stipulates that D.El.Ed (Diploma in Elementary Education) and B.Ed (Bachelor of Education) final year students must be allowed to appear for the TET. Currently, around 80,000 final year students in Andhra Pradesh, along with nearly 200,000 past candidates who have not yet qualified in TET, are being denied this crucial opportunity. The recent DSC notification, issued on April 20, 2025, without a preceding TET, effectively disqualifies these 300,000 candidates from competing in the DSC examination.
3 According to NCTE G.O NO 51, a TET exam should be conducted every 6 months, but the Andhra Pradesh government should conduct TET exams 10 times in 5 years from 2019 to 2025 but did not conduct it only 3 times conducted
4. The DSC notification released on April 20, 2025, sets the application deadline as May 15, 2025, with examinations scheduled between June 6 and July 5, 2025. This gives candidates a mere 45 days for preparation, with exams spread across 30 days, often involving two sessions per day. This inconsistent scheduling leads to significant variation in the difficulty levels of different sections, resulting in scoring disparities and normalization issues. For example, some candidates have scored as high as 150.25 out of 150 in TET due to such inconsistencies, leading to unfair advantage.
5. In a recent precedent, the Rajasthan High Court ruled that D.El.Ed and B.Ed final year students must be given a TET opportunity before the Teacher Recruitment Test. This ruling emphasized the importance of providing a fair chance to all aspiring candidates before conducting the recruitment exam. We, therefore, humbly request that this precedent be considered in the context of Andhra Pradesh as well.
6. Furthermore, it is notable that exams like CTET, which serve as eligibility tests for institutions like KVS, NVS, and Army Public Schools, do not grant any weightage to TET scores, allowing all eligible candidates to compete on equal grounds. In contrast, the A.P. government has imposed a 20% weightage for TET scores in the DSC, creating financial, physical, and psychological hardships for middle-class candidates who are compelled to repeatedly attempt the TET to improve their scores, often taking loans to afford coaching. This situation benefits private coaching centers at the expense of deserving candidates.
7. Considering the above issues, we respectfully request the removal of the 20% TET weightage from the DSC selection process, ensuring a fair and just opportunity for all candidates. This would protect nearly 600,000 aspiring teachers from the undue stress, financial burden, and emotional distress caused by the current policy.
8. We earnestly appeal to your Honour to intervene in this matter, protect the rights of these candidates, and ensure a fair, transparent, and equitable recruitment process that respects the aspirations of lakhs of future educators. We remain hopeful for your kind consideration and prompt intervention in this matter.
