Across the board Virginia’s electric utilities are aggressively trying to shift costs to customers who use less energy.

The monopolies seem to have ramped up this tactic in the last couple years.

This penalizes many low-income Virginians who use less energy; people who live in smaller homes; and customers who invest in efficiency or rooftop solar.

It discourages conservation and means consumers have less control over their energy bills.
