The "reason" for doing so would be more like a million different small reasons added up which are in the code itself, and one way to sum it up is that a "complete rewrite" is needed. Giving the full actionable breakdown over a call like this would be unreasonable, and anyone even asking that in the first place seems like they're a bit unserious.
