The impression created by the article suggests that income from exports is currently not taxed. This perception is not only incorrect, but highly misleading.
Export oriented sectors are, in fact, among the most heavily taxed segments of the economy.
When factoring in:
• Corporate tax
• Super tax
• Minimum tax regime
• WPF & WWF
…the effective tax incidence on exporters can reach ~70%+ of profits in many cases.
This is further compounded by:
• Significant liquidity locked due to delayed refunds
• High cost of financing (often ~14–15%)
• Embedded taxes and levies that are not fully rebated
Therefore, to suggest, directly or indirectly,.that export income is “untaxed” reflects a fundamental misunderstanding of ground realities.
Exports operate in a globally competitive environment where margins are already under pressure. Any additional burden, whether through direct taxation or liquidity constraints, directly undermines competitiveness, export growth, and Pakistan’s external account stability.
If the objective is to broaden the tax base, the focus must shift towards:
• Documenting the informal economy
• Rationalizing the disproportionate burden on the formal sector
• Creating parity between compliant and non compliant segments
Penalizing already documented and compliant sectors will only.
A sustainable tax framework must be based on equity, documentation, and growth, not misperceptions about already overburdened sectors.
And just a humble request, next time, perhaps consult analysis from a credible source… preferably from the same planet.

We should build our roadmap around core strengths, textiles & value added manufacturing, agriculture & food processing, IT & services, and our vast untapped minerals potential, while aligning with global supply chain diversification and regional trade dynamics.
What needs to be done:
• Ensure regionally competitive energy & financing costs
• Provide policy continuity and long term industrial clarity
• Fast track refunds & improve liquidity cycles
• Simplify taxation and regulatory frameworks
• Invest in skills, technology & value addition
• Develop mineral extraction & downstream processing with transparency and global partnerships
• Roll out a robust, phase wise, sector focused national plan with clear timelines, measurable targets & institutional accountability
At the same time, the private sector must raise its own bar, focus on productivity, become leaner and more efficient, invest in technology, strengthen governance, and move forward with full confidence in Pakistan’s potential.
With PM Shehbaz Sharif and SIFC advancing a reform driven, export led agenda, the reforms journey has begun today. Now consistency, speed, execution, and collective belief will determine how strongly Pakistan integrates into global value chains.
