Memorandum of Understanding Signed between India Meteorological Department and Central Water Commission
A Memorandum of Understanding (MoU) between the India Meteorological Department (IMD) and the Central Water Commission (CWC) was signed today, the 14th August 2025, by the Chairman, CWC, and the Director General of Meteorology, IMD, and officers from both organizations.
This MoU aims at further streamlining the data exchange, enabling enhanced scientific and technical research in both institutions. The collaboration is a significant step forward in strengthening early warning for disaster mitigation and risk management, particularly in addressing challenges posed by the riverine floods and flash floods.

It is impossible for fat cells to grow in the absence of insulin. I'm unaware of any exception to this in an organism. Of course, the growth of the fat cell depends on the balance between energy coming into the fat cell to be stored vs. energy being released.
Fat cells store energy as triglycerides (TG), which can be created either as a result of glucose being converted into a fatty acid (then joined to form a TG), or in consequence to a fat cell pulling a fatty acid off a passing TG (which, similar to above, is joined with other fatty acids to form a TG).
The role of insulin in creating fat from glucose is obvious. Not only is the glucose largely unable to enter the adipocyte in the absence of insulin, but the signals to stimulate its conversion to fat are also largely reliant on insulin. This is generally a more modest contributor to fat cell growth compared with fat uptake (possibly up to about 10%), but it's still relevant, and can be increased by 10X from fasted states to high-carb-fed states. Furthermore, glucose is capable of additionally contributing to fat cell growth via its conversion to fatty acids (then TG) within the liver. These TG then contribute through the following process.
Fat from the blood is the largest contributor to fat storage within the fat cell. The degree to which insulin contributes to this is hotly debated. While there are insulin-independent processes in place to facilitate fat uptake, it's also undeniable that insulin increases the rate. Stahl et. al (2002) reported "Here we show that insulin causes a similar translocation of FATPs in adipocytes and induces an increase in fatty acid uptake, suggesting that hormonal regulation of FATP activity may play an important role in energy homeostasis." Additionally, some of the confusion/debate could stem from the heterogeneity of fat cell size. It's likely not surprising to learn that fat cells come in all sizes (even though this is fairly unique among tissues), where cell size can vary by more than an order of magnitude. Varlamov et al. (2010) found that smaller fat cells responded to insulin with robust stimulation of fatty acid uptake, whereas larger fat cells had a relatively modest effect. In the end, two things appear clear to me: there are ways for a fat cell to pull in fat without insulin, but insulin increases the process, particularly in smaller fat cells.
The most relevant and obvious effect of insulin to promote fat cell growth is by inhibiting the release of stored fat (i.e., inhibiting lipolysis). This isn't debated, so it requires little discussion. However, it's noteworthy that in instances of low insulin, lipolysis outpaces lipogenesis (i.e., fat cell is breaking down more fat than it builds). Of course, in states of high insulin, lipolysis is effectively shut down. When combined with the (even modest) insulin-stimulated increase in fatty acid uptake (mostly via activation of fatty acid transporter 4), insulin's ability to stimulate growth is clear.
My concluding thoughts: Energy matters. But so too does insulin. Insulin signals the growth of the fat cell, but it requires sufficient energy to fuel the growth. Neither on its on will be sufficient. Indeed, a body can consume thousands of calories in excess, but if insulin is low, there is no potential to store fat, and the body will find ways to excrete the energy. This is the case in an untreated (or deliberately under-treated) type 1 diabetic. Speaking of an insulin-treated diabetic, we encourage the rotation of injection sites in an effort to prevent the excessive growth of fat cells. This image (below; https://t.co/Cc0kspx86y) is the result of injecting insulin in the same site. Importantly, this is the same fat depot (abdomen) in the same body eating the same amount of calories. The image on the left, which is the site of injection, experienced a roughly 10X volumetric growth. To a more modest degree, this is what's happening throughout all adipocytes in the body when insulin is elevated.
