Urgent reform in conduct is needed and I hope it happens soon.

@DavidKa07247477 Vernon Mwaanga was effective because he never allowed himself to be drawn into the chaotic fights. He was always above the fray, able to see the big picture.
Courteous to all, both within and out of his party.
UPND doesn't currently have someone who fits that profile.

@znbctoday ZRA enforces the law. Most of the issues SMEs struggle with are because of tax law and how it's drafted.
Talk to your legislators to change the law.
Talking to ZRA is like talking to the cops to stop enforcing certain laws that are on the books.

@MathLevel @briansimasiku True. But those countries had the good fortune of having Uber efficient leadership at all levels. No passengers carried by the system.
We don't have that. Our cabinets are full of not our best and the civil service caderised and not driven to get results.

@andre_lesa This may seem weird to a lot of detractors, but the 1991 polls held by KK were probably the most democratic and fair ever in the 3rd Republic.
I was in Primary school, but I remember seeing MMD rallies televised live on ZNBC! MMD were able to campaign unhindered.

@IanECox No it wouldn't. But getting to and maintaining a 2/3 majority coalition might be harder.

That would make passing Constitutional amendments a tad bit harder and needing a broader legislative coalition.

Something most would say would be a good thing.

My guess is that they were security. Mundubile probably figured it was better former soldiers for security than inter city goons..
