GA conducted THREE formal tallies of the ballots. The 1st was the initial machine count, the 2nd a risk-limiting audit (hand count) required by law, the 3rd a full statewide machine recount, requested by the Trump campaign. Trump lost.

I can find no legitimate source that explains where this phrase came from nor what it means. It would be great if you could share!
