The most effective way to get people off drugs isn't fear mongering or making it illegal. These things add an allure of doing something taboo, and by demonizing and overexaggerating what it'll do you'll create an air of curiosity around it.
Forcing it underground creates subcultures which also come off as transgressive. From hippies to rappers it feels like smoking weed fights the system.
