The parking area is also allegedly being used for paid parking arrangements and other commercial activities, amounting to a possible unauthorized change of user. It is further alleged that no approved parking rate board is displayed at the site, no mandatory notice showing parking charges is exhibited, and no permissions are being shown to the public.
