We strongly condemn the arrest of protest leaders Sammi Deen Baloch, Sibghatullah Baloch, and Sabiha Baloch by state forces. This act represents the peak of violence, as hundreds of protestors have been arrested and injured, while many have been killed due to the use of force by state forces against peaceful demonstrators.

We demand the immediate and safe release of the protestors. The freedom of peaceful assembly is a fundamental human right and must be respected and protected

ایسے تمام سرکاری تربیت یافتہ بلوچ جو اس وقت سول کپڑوں میں عسکری عہدیداروں کی تصویریں لگا کر انہیں “پنجابی مزدور” قرار دے رہے ہیں، اور یوں پنجابی مزدوروں کے قتل کو جواز دے رہے ہیں، وہ نہ صرف پرامن بلوچ مزاحمت کی پیٹھ میں چھرا گھونپ رہے ہیں بلکہ وہ ساتھ ہی تشدد کو جائز قرار دے کر بلوچوں پر بدترین ریاستی جبر کا جواز بھی مہیا کر رہے ہیں۔
تشدد کا ہر واقعہ ناقابل برداشت ہے اور اس کی کسی بھی مہذب ذہن یا نظریے میں کوئی جگہ نہیں۔

Pakistan🇵🇰: @amnesty is alarmed at the use of unlawful and unnecessary force against the participants of the Baloch National Gathering by security forces yesterday. It is a blatant violation of people’s right to freedom of peaceful assembly.

On 27 June, Frontier Corps reportedly fired on unarmed and peaceful protestors in Mustang, Balochistan, resulting in 14 injuries, several among them serious. A complete internet shutdown has also been imposed in Gwadar, hindering the flow of information in and outside the region.

Amnesty International calls on the Pakistan authorities to immediately lift the internet shutdown in Balochistan, and fulfil its obligations under domestic and international human rights law to facilitate people’s right to peaceful protest by lifting the road blockades on the way to Gwadar to allow freedom of movement for protestors.

Azm-e-Istehkam must not compromise rights

Lahore, 8 July 2024. The Human Rights Commission of Pakistan (HRCP) is concerned by the possible repercussions of the recently announced Azm-e-Istehkam operation through which the federal government proposes to deal with rising militancy in the country.

While there is no question that the state must deal urgently with deteriorating law and order and poor security across the country, HRCP is concerned by the lack of transparency surrounding this measure. The state must not forget that such measures are as much political as they are security-driven. Accordingly, Parliament must deliberate on this operation carefully and transparently, taking into account the concerns of the entire political spectrum as far as possible.

HRCP’s greatest concern is the potentially adverse impact this measure could have on ordinary citizens, many of whom include families who were displaced by earlier security operations and have yet to be compensated or rehabilitated.

Any realistic approach to countering militancy should not lose sight of the rights of all people affected. This operation must not therefore be used to justify further enforced disappearances, the use of internment centres or military courts, extrajudicial killings, arbitrary arrests or custodial torture.
