The study does not say tariffs lead to lower inflation btw. It says that historically tariffs have been associated with lower inflation as a result of causing the economy to slow and unemployment rate to rise. In other words tariffs lead to lower inflation by crushing the economy. That’s very different than what the admin had billed as the purpose of tariffs.
The study finds that tariffs lower inflation because they slow the economy and raise unemployment. In other words, exactly what you'd expect from a sizeable tax increase.
Still showing confusion, and the number has changed from $2 trillion to $3 trillion. At least it’s down from the $17-$19 trillion the President was mentioning a couple weeks ago.

Tariff revenues are paid by US importers (CBP shows $89B paid through mid-Sept) and would need to be returned.
Investment plans from foreigners are separate and would not require repayment if abandoned.
