The truth is that they just record your IMEI for locking or whitelisting purposes, then pick up a SIM and send it to you. Most operators don't lock the SIM to an IMEI.

It's up to the operator to lock the SIM (not eSIM) to an IMEI, but it doesn't mean that they hardcode the IMEI on the SIM or even write the IMEI to the SIM.
