From Commitments to Accountability: Civil Society Charts Africa’s Path to COP30
At yesterday’s Non-State Actors Dialogue on the Africa Climate Summit II (ACS2) Declaration, diverse clusters — from children and health advocates to biodiversity and faith networks — converged to assess one critical question:
👉 Are Africa’s climate commitments translating into measurable action?
Key insights from the dialogue:
- Multilateral reforms must prioritize grants over loans to prevent deepening Africa’s debt burden.
- Implementation must shift to the country level, where accountability and community participation can take root.
- Health, children, and biodiversity are now integral to Africa’s climate governance architecture.
- Non-state actors remain the moral compass pushing governments from rhetoric to delivery.
As one speaker noted, “Declarations don’t deliver change — institutions and accountability do.”
PACJA continues to amplify and coordinate Africa’s civil society to ensure that the ACS2 Declaration becomes an action agenda by the time we reach COP30 in Belém.
