Children failed by schools are not missing. Schools are under a legal obligation to inform the council of every child deregistered at a non standard transition point.

@JoeReddington There isn't a problem with children vanishing from school rolls, nor is there any lack of data on this. Local authorities are informed of every single child who leaves school at a non-standard point.
