Secondly, If a government official uses government transportation for private use, they pay for the airplane. This is a common practice. If there are official duties and meetings, they don’t. If he combined his trip with official duties, it’s completely legal. Presidents and senior officials have been doing it for decades. It’s actually a federal law.
