Unfortunately the likes of FirstPort never learn. For 2025 they are increasing their management, accounting and other fees by 6.5%, nearly double the rate of inflation.

Their excuse? All the extra work and costs they have. But their quality of service continues to decline.

FLEECEHOLD and SuDS-THE WATER ACT MR PENNYCOOK IS PUTTING TO THE BACK OF THE QUEUE KNOWN TO BE A BAD DECISION: Instead of adopting SuDS through the local authority, some hand over maintenance to "PRIVATE MANAGEMENT COMPANIES."

These companies may not account for the whole life cost (WLC) of SuDS, leading to "INCONSISTENT MAINTENANCE AND SUBPAR PERFORMANCE."

Ultimately, this leaves FRUSTRATED HOMEOWNERS STUCK WITH HIGH MANAGEMENT FEES or failing infrastructure. This is a recent article from ICE (Institute of Civil Engineers) as to how can flood management go hand in hand with building 1.5 Million Homes." Enter Schedule 3 of the Flood and Water Management Act (2010)

This would require developers to fund and design SuDS in a way that ensures they’re adoptable by local authorities, not just functional at handover.

This shifts focus from short-term cost-saving to long-term resilience.

But 15 years on, Schedule 3 remains unimplemented.

Industry experts have been calling for this to change.

In 2022, "AN OPEN LETTER SENT TO THE PRIME MINISTER", urging the government not to delay any longer. This letter was signed by the current ICE President, [Professor Jim Hall]

Why are private homeowners expected to pay for substandard public infrastructure tied to their property? How is this fair? This is criminal. It's a crime designed to loot people and how do @UKLabour claim to work for working people if you are allowing this daylight robbery? You need to #StopTheRotAdoptTheLot. RTM will not resolve this issue. Only universal adoption will.

Yes, how about adopting public infrastructure properly and actually using our council tax for what it’s meant for?

Instead, developers have been allowed to push out boxy homes while trapping residents in fleecehold schemes, handing power to private equity firms who charge admin fees for doing absolutely nothing.

These aren’t luxury gated developments they’re public spaces disguised as private land and councils have just walked away from responsibility.
It’s a scandal. Governments, councils and developers all enabled this mess. Now fix it.
