This represents a meaningful step forward and an encouraging development. It is the result of sustained advocacy and the groundwork we have been pursuing for some time.

I welcome this progress, but the work is far from complete - we have only begun to address the deeper issues at hand.

This is the fundamental and consequential debate now facing #Puntland, its people. Everything else risks becoming little more than political rhetoric or another NGO-driven project concept, rather than addressing the core issues that will shape Puntland’s future.

This is what happens when a dimwit tries to analyze a political letter with lacking simpleton brain. Certain points needs to be clarified.

The letter is not a case against Hassan Sheikh Mohamud alone. It is a case against the method of building the Somali state and the current system (post-New Deal compact until now), that treats Mogadishu as the only real government (a more of a centralized approach), push money and weapons through that office, and treat Federal States like Puntland and Jubaland as regions that will come to heel. The current government appears in the letter text because of the recent incidents mentioned and the position it held before the mandate expired. The same applies to Farmaajo’s previous government. It will still apply after the next president if the method and system does not change.

Puntland’s letter to the UN, requests for four things - 1) A political settlement - inclusive dialogue, a roadmap, elections at federal and state level, and the Security Council as guarantor. If that fails, it says, a parallel government becomes thinkable and Puntland may cut the remaining tie with Mogadishu (It should have clearly mentioned the constitutional crisis too). 2) Re-adopting the “Dual track policy - to fund Puntland’s fight against ISIS, Al-Shabaab and piracy, and its humanitarian and investment work. The letter is arguing against the “centralized” aid and support, that oftens ends up being politicized by the central government. 3) Puntland also requested that the “Panel of Experts” restored, to watch weapons and the networks that ignore the federal map. 4) To re-establish the arms embargo. The 2023 lift assumed a responsible Somali end-user system. The letter says that system is not there. Partner-supplied strike assets have already been used in a political dispute. The same pipeline can feed Alshabaab and ISIS. Puntland is not asking the world to ignore the embargo. It is asking the Council to put controls back until there is an agreed security framework and security architecture in place.

The reason why the current incidents are mentioned, is to show - “What happens when a centre that does not reach past Banadir still monopolizes guns and budget support”. They are evidence, not the main context of the letter. “State-building”, as the letter mentioned, requires considering the legal/constitutional factor, alongside the economic, security and social factors and dynamics in Somalia for a proper Federal State to be formed collectively by the different levels of the government (the central government and federal states). Government-building is stocking ministries in Mogadishu and calling the map done. You cannot do the second while the mandate is contested and the constitution is two documents. You can only do the first, and ask donors to stop feeding the pretence.
