Rémy Amahirwa, Ms Ingabire Umuhoza's eldest son, attended the 24th meeting of the 62nd session of the @UN_HRC in Geneva today. The final recommendations of the Universal Periodic Review (UPR) on #Rwanda were adopted at this meeting. Rémy proudly delivered two oral recommendation statements. The first one was delivered on behalf of @freedomnoworg and the second on behalf of @liberalinternat . On both occasions, Rémy drew attention to the case of his mother and other prisoners detained for political reasons in Rwanda. He urged Rwanda to adhere to its human rights obligations.

Entendre cette communicante, complice de fait du plus grand criminel de masse contemporain, reprocher à Human Rights Watch de répéter « le même pattern depuis 30 ans » ne peut que faire rire.

Car pendant ces mêmes 30 ans, le FPR/RPF n’a fait que répéter son propre pattern : interdire tout accès libre et indépendant au territoire rwandais, bloquer la médecine médico-légale sur les charniers et les fosses communes, et éliminer physiquement ceux qui ont le malheur de trop s’approcher de la vérité.

Exiger des « preuves matérielles » tout en verrouillant hermétiquement les zones où elles se trouvent relève du pur cynisme.

C’est exactement la même stratégie que l’on observe aujourd’hui avec le M23 : on contrôle le terrain, on refuse toute enquête indépendante, et on crie ensuite à l’absence de preuves.

Pour faire taire ceux qui tombaient sur les charniers, le FPR n’a pas hésité à tuer.

On peut citer le cas tragique de Flors Sirera, cette infirmière espagnole de Médecins du Monde assassinée en 1997 au Rwanda avec d’autres collègues, ou encore les missionnaires espagnols éliminés entre 1994 et 2000.

Le message était clair : qui creuse trop finit par disparaître.

La critique rwandaise du rapport de Human Rights Watch est donc infondée et révèle surtout l’impossibilité d’une enquête libre.

Obtenir des preuves matérielles directes (fosses communes ouvertes, charniers, armes du crime, documents internes) exigerait un accès libre, indépendant et non surveillé aux zones contrôlées par le M23.

Or, ce groupe, soutenu et dirigé de fait par l’armée rwandaise, n’a jamais autorisé – et n’autorisera jamais – une telle investigation.

Les zones qu’il occupe contiennent précisément les traces des exactions les plus graves.

Exiger une preuve physique tout en bloquant l’accès au terrain est un sophisme classique : on empêche la collecte de la preuve, puis on reproche son absence.

Heureusement, le droit pénal international et la pratique des tribunaux ne fonctionnent pas ainsi.

De très nombreux procès pour crimes de guerre, crimes contre l’humanité ou génocide ont abouti à des condamnations sur la base de commencements de preuve, de témoignages concordants et d’un faisceau d’indices graves, précis et concordants.

Ce n’est pas une spécificité de Human Rights Watch : c’est la norme au TPIY, au TPIR, à la CPI et dans la plupart des juridictions nationales qui jugent les crimes de masse.

Dans le cas présent, les éléments accumulés par HRW sont particulièrement robustes :

•Des centaines de témoignages de victimes, d’anciens détenus, de témoins oculaires, recueillis de manière indépendante.

Ces récits se recoupent avec une cohérence remarquable sur les lieux, les dates, les modes opératoires (exécutions sommaires, viols, recrutements forcés, tortures, camps de détention à Rumangabo et Tshanzu, etc.).

Un seul témoignage peut être contesté ; des dizaines qui convergent forment une preuve puissante.

•Ces témoignages sont corroborés par des images satellites qui montrent les camps, les mouvements de population, les perturbations du sol compatibles avec des charniers, les infrastructures de détention.

On est donc face à un faisceau d’indices concordants d’une force exceptionnelle.

En matière factuelle, il n’existe presque jamais de « vérité formelle binaire ».

Il existe des degrés de certitude.

Ici, le degré de vérité atteint par Human Rights Watch est extrêmement élevé et suffisant pour qualifier les faits de crimes de guerre et de possibles crimes contre l’humanité, et pour exiger des investigations judiciaires indépendantes.

Ce comportement du M23/RDF n’est d’ailleurs pas une surprise : il s’inscrit dans la continuité historique de la pratique de l’Armée patriotique rwandaise (APR) pendant les deux guerres du Congo et des opérations internes au Rwanda post-1994.

Massacres ciblés, recrutements forcés, contrôle territorial par la terreur, refus de toute transparence : le schéma est malheureusement récurrent.

During the Oslo Freedom Forum, I had the privilege of meeting the courageous children of Victoire Ingabire Umuhoza, recipient of Liberal International’s Prize for Freedom.

Victoire is a woman of unbreakable strength. She has paid the price of persecution and years of sacrifice for daring to dream of a free, reconciled, and democratic Rwanda. She has spent more than nine years in prison in her own country, from 2010 to 2018 and again since June 2025.

Listening to her children speak about their mother, with both deep concern and boundless pride, brought to mind the sacrifice of thousands upon thousands of Venezuelan families. In their eyes, I saw the same expression I have seen in my own children, and in the children of every political prisoner and every exile from our homeland. As I embraced them, I conveyed the strength of all Venezuelan mothers.

Our struggle is universal. No matter the language or the distance, the longing for freedom is the same.

Dear Remy and Rist, your mother is not only a heroine for Rwanda, but an inspiration to all those around the world who confront tyranny with courage and dignity.

I carry your testimonies with me, engraved in my heart. They are proof that the love and example of a mother or father who fights for justice are forces that no prison can ever contain.

For a free Venezuela and a free Rwanda!

🛑 Enforced disappearance alert in #Rwanda !!!

On the morning of May 1, 2026, Augustin Nsanzimana disappeared after sending a message to trusted contacts saying security agents had entered his home in Kigali. He indicated they appeared to be from @RIB_Rw.

Augustin Nsanzimana worked as a cameraman and editor for Imbarutso ya Demokarasi, a YouTube channel that regularly posted news about citizens' dissatisfaction with public services in different sectors in Rwanda. It was one of the few channels that dared to provide a platform for Rwandan political opposition Ms Ingabire (currently in detention) to share her views with Rwandans in Kinyarwanda. Since her arrest, the Imbarutso ya Demokarasi YouTube channel has been keeping its followers informed about the trial and detention of Ms Ingabire.

Nos discussions ont porté sur la situation des femmes et des jeunes filles en République Démocratique du Congo, en particulier dans les zones en conflit, où les violences sexuelles restent une préoccupation majeure.

J’ai réaffirmé notre engagement à renforcer leur protection, à lutter contre l’impunité et à promouvoir le rôle des femmes dans la construction de la paix. Tant que le corps des femmes sera utilisé comme arme de guerre, la paix restera hors de portée.
