Dear Secretary Rubio,

​I am writing to you today to express my serious concerns regarding the operations of the Association of World Election Bodies (A-WEB) and its deep-seated relationship with USAID and its partner organizations.

​A-WEB, headquartered in Songdo, South Korea, was established to facilitate the sharing of election-related information and best practices globally. While its stated mission aligns with the promotion of democratic values—a goal shared by USAID and partners such as IFES, NDI, and IRI—there is growing public concern regarding the nature of this collaboration since the 2014 Memorandum of Understanding (MOU).

​Specifically, my concerns center on the following issues:

▪️​Lack of Oversight: Given A-WEB’s position as a central hub, there is a risk that U.S. foreign assistance and democratic support initiatives may be operating through a structure that lacks sufficient transparency.

▪️​Influence of Private Interests: There is growing public scrutiny regarding the potential intersection of international election bodies, global voting technology firms (such as Dominion and Smartmatic), and the flow of private funding from entities like the Open Society Foundations.

▪️​Threat to Public Trust: Any perception that these networks are being leveraged to advance private or specific political interests—rather than the democratic aspirations of the people—undermines the very credibility of the systems we aim to support.

​U.S. involvement in international election support must be beyond reproach. To maintain the integrity of our democratic values, I urge the Department of State to initiate a comprehensive audit of the collaborative structure between USAID and A-WEB. It is essential to ensure that U.S. taxpayer dollars and influence are not being used in a manner that compromises election integrity or promotes specific private agendas.

​Full transparency is required to restore and maintain public trust, both in the United States and among our partners in South Korea.
