At last week's AmCham Business Summit in Nairobi, @jane_munga spoke at the “American Tech Stack Roundtable,” examining how U.S. technology, strategic partnership, and local capability can advance Kenya's digital transformation.
Having infrastructure from different partners does not mean you cannot secure it. The more important question is whether the cybersecurity safeguards are in place regardless of where it comes from.
@jane_munga on how Africa is thinking about infrastructure sovereignty. 🎙️ #InterpretingIndia with @CharukeshiB.

American Tech Stack Roundtable: Advancing Kenya's Digital Transformation through Strategic Partnership
Technology alone doesn't transform economies — enabling policy, secure infrastructure and real partnership between government and industry do. The countries that lead the next decade of digital growth won't just be the ones adopting new technology fastest; they'll be the ones building the foundations to shape and scale it on their own terms. Kenya intends to be one of them.
Honoured to have delivered the keynote address at the American Tech Stack Roundtable, part of today's U.S.-Kenya summit on trade, investment and digital transformation — joined by Amb. @pthigo , Special Envoy on Technology, who moderated our policy-setting conversation with Mark Mitchell (U.S. Department of Commerce), Heather Lanigan (@USTDA ), Sec. Mary @kerema6903 ,( @MoICTKenya ) and Jane @jane_munga ( @CarnegieEndow ment for International Peace). Opening remarks came from Shezaad Sunderji (Mastercard).
Kenya has already built a strong foundation: a vibrant digital finance ecosystem, a young and tech-forward population, and a clear national digital agenda. The next phase has to be about scale — secure, reliable infrastructure that lets government deliver services efficiently, businesses grow productively, and every citizen access quality, connected services.
That's why we continue to invest deliberately in the enabling environment — strengthening our energy backbone, advancing our data protection and data governance frameworks, and building the infrastructure that makes Kenya a more attractive destination for global technology investment. The momentum is real: government services are moving online at pace, demand for cloud and AI capacity is growing, and we're seeing new opportunities open up across manufacturing, digital health and digital services exports.
Kenya isn't just consuming this transformation — we intend to lead it regionally. My call to our U.S. technology partners: let's identify where technology can make the greatest difference, build practical partnerships, and put in place policies that make this an era of accountable, long-term investment.
Grateful to our discussants for a genuinely constructive conversation — Michael Murungi ( @Google ), Angela Nganga,MCIPR, MPRSK' ( @Microsoft ), Dr. Ibrahim Abduba ( @Oracle , Mike Mutungi ( @ASSEKnews ) Pressy Akinyi ( American Chamber of Commerce Kenya) and Robert Nyamu (EY) — and to everyone who joined us in the room.

Kenya continues to absorb massive fuel price hikes as a result of the U.S.-Iran war.
In a new piece, @Jane_munga and Georgia Schaefer-Brown break down how an external shock became a domestic crisis for the Kenyan government.

Less than 40% of Africans use the internet. So why does Africa continue to see such heavy investments in undersea cables?

The controversial proposed U.S. Ebola health facility in Laikipia, Kenya, is facing legal challenges and civilian uproar. In a new commentary, @jane_munga examines how Washington’s transactional foreign policy has major implications for African agency: https://t.co/czRirbpLGE
The U.S. is demanding access to the health data of millions of Africans as a condition for aid. “But there’s no way for the [African] population to know how companies will use it,” says @jane_munga, or whether they will receive a fair share of its benefits.

Did you know that the internet has 3 ‘miles’? In a new video, @jane_munga discusses Africa’s digital infrastructure, the hidden governance layer of the digital economy, and how to ensure Africa is a connected continent.
Zambia called off a major digital rights conference, pointing to Chinese coercion. In @just_security, @jane_munga & @SteveJFeldstein reveal that below the surface lies a more complicated picture of Zambia’s democratic decline:

Africa’s data protection laws put a “legal lock” on citizens’ data. They’ve been used to block unfavorable international agreements – and could be a tool to negotiate data access on African countries’ own terms.

After calling off a conference on digital rights, the Zambian government pointed to Chinese pressure as the reason for the move. The real story may have more to do with Zambia’s democratic decline.

Read my piece with @lawfare. I argue that data protection laws must now be used as strategic keys to negotiate for economic benefit from African data sets.
"Africa's data is locked in. The key exists. But it turns only when both sides are prepared to negotiate differently."
Cross-border data arrangements that do not align with African data protection laws are increasingly blocked at the threshold, disrupting U.S. health aid agreements. @jane_munga explores how future negotiations for agreements should address this architecture.

One month later we’re still unpacking the energy, ideas, & momentum from the #AIImpactSummit.
@jane_munga joined @CarnegieEndow colleagues to help shape global conversations on AI. One message was clear: the future of AI won’t be built in silos but through deliberate cooperation.
Conversations built on @jane_munga & Lakshmee Sharma’s recent piece & validated key ideas:
🔹 Anchor cooperation in existing flagship initiatives
🔹 Create sustained spaces for implementation
🔹 Align financing with real collaborative outcomes

Welcome to #DLI2025!
We’re thrilled to be part of @DeepIndaba 2025 — Africa’s largest gathering of minds shaping the future of Artificial Intelligence. With over 1,000 professionals, researchers, students, startups, and policymakers coming together in Kigali, the energy here is unmatched.
For us, this isn’t just another conference. It’s about being part of a movement that empowers Africans to move from consuming AI to creating it, shaping it, and leading global innovation with it. At the University of Rwanda, we’ll be joining voices and efforts to tackle Africa’s unique challenges and transform them into opportunities.
Our team is here to learn, share, and contribute to building an ecosystem where Africa isn’t just in the conversation on AI, but at the center of it.
