The Finance Ministry together with the International Growth Centre have organised the 10th Economic Growth Forum.

The Forum will take place tomorrow Thursday 27th and Friday 28th,August 2026 at Sheraton hotel,Kampala under the theme: "Realising Uganda's Tenfold Growth Strategy in a Rapid Changing Global Economy"

The objective of this Forum is to generate practical, evidence-based policy proposals that will inform the FY 2026/27 National Budget and the medium-term policy agenda,with a view of accelerating the implementation of Uganda's Tenfold Growth Strategy.

The Speakers at the Forum will include Local and International Researchers,Academia,Private Sector Practitioners, Development Partners & Government Officials.

DIRECTOR BUDGET TASKS PIMPLUS OPERATIONS TECHNICAL COMMITTEE TO ENSURE EFFECTIVE PUBLIC INVESTMENT & ASSET MG'T

The Public Investment Management PLUS (PIM PLUS) secretariat, under the Ministry of Finance, Planning and Economic Development (MoFPED), successfully held its second Operations Technical Committee (OTC) meeting today at @mofpedU

At a meeting chaired by the Director, Budget, Hannington Ashaba, the OTC set out to assess progress on the agreed Disbursement Linked Indicators (DLIs) and review the lessons and challenges experienced.

Ashaba appreciated the OTC members for their dedication towards the realization of the PIM-PLUS Disbursement-Linked Results (DLRs) for the first year.
“This is PIMPLUS, we must do things differently,” he told the members, adding that the expectation is that the PIMPLUS operation clears the clogs in the system and also ensure efficiency and effectiveness in public investment and asset management.

“We all agree that this Operation requires more than intensifying activities-it requires a significant change in mindset from how government has traditionally been doing business,” Ashaba said.

The PIMPLUS operation is a $200 million World Bank-funded project, which is a flagship reform under the Public Finance Management (PFM) strategy. It is aimed at strengthening public investment and asset management.

The PIMPLUS operation supports the implementation of NDP IV and the Tenfold Growth Strategy through improved project preparation, budgeting, execution, and asset maintenance.

The Acting Commissioner, Project Analysis and Public Investment, Gertrude Basiima appreciated the OTC members for their continued efforts towards ensuring that Disbursement Linked Indicators are achieved.

She challenged all implementers to be alert to the timelines and ensure delivery within the agreed timelines and frameworks.

Today, @CSBAGUGANDA signed an MoU with @PPDAUganda to strengthen citizen participation in public contract monitoring through the Contract Monitoring System (CMS). This partnership will help citizens follow public contracts, report implementation gaps and strengthen accountability for public resources. We are following the money; from the budget to the service delivered. thanks to the team @PPDAUganda led by the ED @BTuramye for the wonderful work

On @CSBAGUGANDA the ED @JuliusMukunda appreciated @PPDAUganda for this partnership and for working with the Civil Society. For a long time, civil society was viewed with suspicion by government entities, but this collaboration signals a new era of joint action against corruption in the public sector.

We are taking this training on the upgraded Contract Monitoring System very seriously. This digital tool is a powerful deterrent to corruption . It allows citizens and CSOs to document project progress in real-time.

This system is crucial because we see too many projects abandoned or contractors paid for work not done, which puts taxpayers' money at risk.

Today, @CSBAGUGANDA is taking part in the final Onboarding and Training Workshop on the Upgraded Contract Monitoring System (CMS), hosted by @PPDAUganda.

In his remarks, @PPDAUganda Executive Director @BTuramye commended @CSBAGUGANDA for their sustained advocacy efforts and urged all participants to actively monitor government projects.

He emphasized the importance of accountability, stating: “This money is not ours it belongs to the taxpayers. We are custodians, entrusted to ensure every shilling is used effectively. As office bearers, we must be accountable to the citizens of this country.”

Doreen Kyazze, Manager of Legal at @PPDAUganda, has led an introductory session walking participants through the functionality and purpose of the Contract Monitoring System (CMS).

The CMS is a digital platform developed to empower CSOs to track government procurement contracts in real time, promoting transparency and accountability across public procurement processes. It enables users to monitor project timelines, flag irregularities, and gather critical evidence for evidence-based advocacy and reporting.

What the CMS does:
.Provides real-time tracking of government projects from tender to completion

.Allows CSOs to access contract details, performance milestones, and beneficiary information

.Facilitates early detection of delays, cost overruns, or non-compliance

.Strengthens citizen-led oversight by making procurement data more accessible and actionable

How to access the CMS:
The CMS can be accessed online through the PPDA Uganda official portal. CSOs and members of the public can register for accounts to view active contracts, submit observations, and download reports.

Day 2 of the FY2027/28 Programme Conditional Grant Negotiations at Mestil Hotel in Kampala opened with the Minister of Local Government Hon. @BalaamBarugahar making a strong call for transparency, accountability and responsible management of public resources.

The day also focused on grants under the private sector development program and manufacturing program with the local government and @mtic_uganda exploring how the program objectives on sustainably lowering the cost of financing and supporting the capacities for development for private sector institutions and organizations can be achieved by all stakeholders.

Some of the Key private sector issues include:
1. Inadequate funding affects the implementation of gov’t programs such as @PDMSecretariat @Emyooga_Program. The government allocates gud 1.05 trillion to 10,594 PDM saccos leaving a 3% for administration. A proposed increase of 16.5 billion to be allocated to TILED will ensure better implementation of these programmes

2. ⁠Low awareness on ACF and @UDB_Official financing and inefficient financial intermediation. UNAT proposed improving coordination and collaboration to ensure Local Governments support the dissemination of information and asked for Afro business help dealers be established writhing district commercial offices.

The Minister of Foreign Affairs, Hon. Adonia Ayebare received copies of the credentials of H.E. Anna Maria Olsson, Ambassador Extraordinary and Plenipotentiary Designate of the Kingdom of Sweden to Uganda.
Amb. Olsson congratulated Hon. Ayebare upon his appointment and noted that this is her third tour of duty in Uganda.

She expressed Sweden’s commitment to strengthening bilateral cooperation, particularly in trade and investment, energy and transport, as well as peace and security in the Great Lakes Region.
Hon. Ayebare proposed regular Uganda Sweden political consultations to enhance cooperation on bilateral, regional and international issues.

He also highlighted the need for continued support to refugees and host communities amid declining funding.
Both sides reaffirmed their commitment to deepening Uganda-Sweden relations and cooperation in areas of mutual interest.

According to @BusinessFocusug "Tax-compliant beverage manufacturers contribute upwards of UGX 1.5 trillion annually to the national treasury. However, formal businesses represent only 33% of the total alcohol market by volume, while unregulated, illicit alcohol accounts for 67% of consumption and causes an estimated UGX 3 trillion in lost tax revenue each year". Uganda’s alcohol challenge is not simply alcohol consumption it is the dominance of an illicit market. With 67% of consumption outside the regulated market, government faces a dual challenge: protecting public health while recovering potentially significant tax revenue.@CSBAGUGANDA
