Burrell transitioned from a 'frienemy' to a straightforward enemy in this scene. He finally revealed his true colors and put his cards on the table. As soon Burrell flopped the folder on the desk, it left the realm of dread in Daniels mind, to seeing the monster for what it was and realizing he could deal with it.
He called Burrells bluff and Burrell realized that Daniels was more formidable then he realized.
All that sparring with McNolty and making difficult decisions on the wire pulled Daniels out of his 'chain of command' shell and prepared him for this moment with Burrell.
You all do realize that Cedric. ..was the TRUE GANGSTER in this entire show ? He took dirty money as a police officer and THEN..used it to put his wife in politics and raise himself up at the same time? He did what every street hustler wanted to and did it undercover.
I was thinking about which cop could have done the most good in the series, and it was between Daniels and Colvin.
Colvin had such a connection to the streets and he cared about people, Daniels has a law degree and is more abstract, but if he had a chance he'd create a department where people like Colvin and Freamon would be able to do their jobs properly.
This is the type of show where almost everybody could've gotten an award.
