PLAs are much more engaging because they feature product pictures, offers, shipping details and reviews.
One rule remains: for maximum reach on Google, you need to conquer organic AND paid results.
Think this is a smart statement. An SEO strategy may start with keyword research, but that's a tactical element of implementing a content marketing strategy. In fact, to be a complete nerd about it, I'd argue that keyword research is more applicable to a Content Plan.

@semrush@Tina_Donati 100% This is a great example of the above comment about understanding their evaluation needs. The "What is" question here is more likely to align with the Awareness stage, whereas the "How to" is likely to align with the Consideration stage.
@semrush@Tina_Donati In addition, it's also valuable to understand what type of information they're wanting at the various stages of their evaluation. E.g. In the Awareness stage, they might want more content focused on addressing their needs vs content around cost or "proof" content.
