The first "Join" button is to join the wgpu Space (like a community) which holds all of the rooms to chat in that you also have to "Join".

Changing a room to "Low priority" in Element is just a way to organize rooms in the left-menu and doesn't change the sync behavior.

I think it heavily depends on the community. Some rooms are better about encouraging good questions and being active enough to get the necessary info to answer properly.
