# WHAT H.E. PAUL KAGAME HAS ACHIEVED IN BUILDING, PREVENTING THREATS TO, AND SAFEGUARDING RWANDA’S SECURITY
Since the RPF Inkotanyi forces stopped the 1994 Genocide against the Tutsi, President **Paul Kagame** has played a major role in building security institutions, restoring stability, and strengthening Rwanda’s long-term security.
Security and good governance have become important foundations for the development the country has achieved across various sectors. In the years following the end of the Genocide, Rwanda invested considerable effort in building capable and professional security institutions with the responsibility of protecting citizens and safeguarding the country’s sovereignty.
The key achievements in the security sector include the following:
## 1. Stopping the Genocide and Restoring Stability in the Country
President Paul Kagame led the struggle to stop the 1994 Genocide against the Tutsi, with the aim of saving those in danger and defeating the forces responsible for the Genocide, at a time when the international community had failed to stop the killings.
In the years that followed, Rwanda faced attacks by infiltrators coming from the eastern Democratic Republic of the Congo (DRC), including perpetrators of the Genocide and armed groups seeking to destabilize the country, particularly in the northern and western regions.
Rwanda’s security institutions conducted operations to counter these attacks, with the aim of protecting citizens and safeguarding the country’s sovereignty.
## 2. Building Professional Security Institutions
Rwanda invested considerable effort in building a professional military, the Rwanda Defence Force (RDF), as well as the Rwanda Investigation Bureau (RIB) and the Rwanda National Police, to protect the security of citizens and the country.
Programs were also established to integrate former members of armed groups and former military personnel into civilian life through various initiatives focused on psychosocial rehabilitation, reconciliation, and reintegration, in accordance with established programs.
Rwanda also strengthened the role of citizens in maintaining their own security through supporting structures, including DASSO, community night patrols, and other initiatives based on cooperation between citizens and the relevant authorities.
These efforts helped promote the principle that security is a shared responsibility between government institutions and citizens.

🇷🇼 Ndi Umunyarwanda: Unity Is Our Shared Responsibility
H.E. Paul Kagame helped place national unity and reconciliation at the centre of Rwanda’s post-genocide journey. Launched in 2013, Ndi Umunyarwanda promotes shared identity, dialogue, accountability, forgiveness, and healing.
Our progress must inspire us to keep working for justice, mutual respect, and a future in which every Rwandan belongs.
Unity is not just a policy; it is a responsibility we share.

The international community must publicly examine the statements made by Kinshasa's leaders and the abuses reportedly committed against civilians. Silence is choosing a side.
How can a government claim to protect its citizens while civilians allegedly face harassment and intimidation from armed groups operating alongside state forces? President Tshisekedi cannot simply look away. Congolese people deserve security, dignity and protection not fear in their own communities.
WHY IS THE WORLD WATCHING IN SILENCE?
If Félix Tshisekedi’s government has the responsibility to protect the people of the Democratic Republic of Congo, why are civilians reportedly being targeted because they are Tutsi or Kinyarwanda-speaking?
UN reports have documented allegations of violence, discrimination and hate speech targeting Banyamulenge and Congolese Tutsi communities, as well as abuses involving members of the state security forces.
But the bigger question remains:
Why does the international community continue to watch while civilians are killed or attacked because of their ethnicity or identity?
Why is the international community not demanding stronger accountability from Tshisekedi’s government for the protection of these communities?
Why are hate speech and attacks targeting Tutsi and Banyamulenge communities not receiving the level of international attention that such allegations deserve?
If a government has a duty to protect its citizens, who should be held accountable when those citizens are not protected?
The world should not wait for the death toll to rise before asking these difficult questions.

The #mercenary of Tshilombo appeared to be completely #ignored during her encounter with U.S. President @realDonaldTrump . The scene, as perceived by many observers, raises questions about the level of attention and recognition she actually received during the engagement.
If this pattern continues, the next encounter could be even less welcoming. She may find herself facing a much colder reception and, according to her critics, could even be sent back to Kabeya-Kamwanga.
The message from this episode is straightforward: political theatrics, empty rhetoric, and attempts to create an impression of influence do not necessarily translate into genuine recognition or respect.
Americans, as the saying goes, do not have much patience for what they consider political nonsense. What ultimately matters is credibility, substance, diplomacy, and the ability to engage seriously with people and institutions.
The #Tshilombo camp should therefore take note of the way its representatives are perceived internationally. Instead of relying on grand claims, political labels, or appearances, the focus should be on concrete results, respectful diplomacy, and meaningful engagement.
The reaction to this encounter will undoubtedly continue to generate debate, particularly among those following political developments in the Democratic Republic of Congo and its relations with the United States.@UNHumanRights@MONUSCO@hrw@amnesty@ICRC@_AfricanUnion@ACHPR@eu_eeas@StateDRL@FCDOHumanRights@francediplo@GermanyDiplo@mfa_russia@RwandaMFA@Presidence_RDC@_AfricanUnion@AfricanUnionUN@AU_PSD@ACHPR@africancourt@AfDB_Group@AfricaCDC@ECA_OFFICIAL@Presidence_RDC@PrimatureRDC@Com_mediasRDC@VPMDefenseRdc@PNUDRDC@MONUSCO
President Paul Kagame reminds newly sworn-in leaders that responsibility must be exercised with wisdom and integrity. Following the law is the foundation, but effective leadership requires more: good judgment, proper conduct, strong values, and a determination to resolve problems affecting citizens.
🚨 URGENT APPEAL TO THE UN, EU, AU, EAC, UNITED STATES AND THE INTERNATIONAL COMMUNITY: DO NOT LOOK AWAY FROM THE HORRORS IN THE DRC
The world must stop ignoring the horrific violence, killings, and suffering reportedly taking place in the Democratic Republic of the Congo.
Where in this world have we seen a human being butchered like an animal in front of their own children? How can a person be killed in such a horrifying manner while their children are forced to witness it, and the world continues to look away as if nothing happened?
This is a question everyone must ask: What will happen tomorrow? Must the world wait until these atrocities become even more widespread before taking action?
If people are being killed because they are Tutsi, or because of their family, community, or identity, this is not simply a matter concerning Rwanda. It is a matter of humanity and fundamental human rights that the entire international community must take seriously.
And there is one question the international community must answer:
Will you also claim that all of this is being done by Rwanda?
For how long will Rwanda continue to be used as a convenient distraction from the serious problems facing the people of the DRC?
The government of President Félix Tshisekedi should not be allowed to use war as a shield to hide problems of governance, division, persecution of political opponents, and serious allegations of abuses and killings. The people of the DRC have the right to protection regardless of their ethnicity, region, or political views.
The international community must open its eyes and examine what is happening inside the DRC instead of relying solely on narratives presented by the authorities in Kinshasa.
🔴 We urgently call upon the United Nations (UN), the European Union (EU), the African Union (AU), the East African Community (EAC), the United States of America, and all other international organizations and human rights institutions:
Do not limit yourselves to statements. Do not continue watching from a distance. Send independent investigators, conduct thorough and impartial investigations, establish the facts on the ground, and protect civilians who are at risk.
Do not wait until the atrocities become even greater before responding.
The world has seen many times how ignoring atrocities can allow them to escalate into much greater tragedies. The DRC must not become a place where the world watches people being killed, persecuted, or subjected to horrific violence while political interests are placed above human life.
The people of the DRC are not statistics.
The children of the DRC are not statistics.
The women and men being killed are not statistics.
Human life has value.
It is time for the international community to stand up for the people of the DRC, put the protection of civilians first, demand independent investigations into all alleged crimes, and ensure that those responsible are held accountable.
If President Tshisekedi's leadership has contributed to the destruction of the country, that is a matter that history and independent investigations must establish. But no government should be allowed to use war or national security as an excuse to violate the rights of its own citizens.
🚨 UN, EU, AU, EAC, UNITED STATES AND THE INTERNATIONAL COMMUNITY: OPEN YOUR EYES.
LOOK AT THE DRC. LISTEN TO ITS PEOPLE. INVESTIGATE. PROTECT CIVILIANS. DO NOT ALLOW HORRORS AGAINST HUMAN BEINGS TO BECOME NORMAL.

President Tshisekedi should stop treating regional diplomacy as an end in itself. The FDLR issue requires concrete, complete and verifiable implementation. Any failure to address armed groups and the insecurity surrounding vulnerable communities risks prolonging suffering and undermining every peace initiative presented to the region.
