The ongoing violence in Manipur for the past year and a half has brought the state to the brink of destruction. Particularly, the minority Kuki tribe has suffered the most in terms of loss of life and property. It is deeply saddening to see that in a country that promotes the slogan "Sabka Saath, Sabka Vikas" (Together for Everyone, Development for Everyone), the existence of a tribe is under threat. The state and central governments have yet to take any concrete steps to stop the atrocities against the Kuki community. The inaction of the BJP government in Manipur and the Chief Minister clearly reflects their inability to control this serious situation. The government appears to be merely a spectator, allowing the violence to escalate.

Prime Minister Narendra Modi and the central government were expected to uphold the rights of all citizens according to the Constitution. However, their silence and inaction in this matter send a message that the government is not committed to the existence of this community. This is not only against the Indian Constitution and democratic values but also a serious blow to the country's cultural and social unity.

We appeal to His Excellency the President to take immediate steps to end this violence. A strong directive should be issued to the central and state governments to protect the lives and rights of the Kuki tribe. The destruction of any tribe or community in this country is unacceptable.

Reported that a combined force of 33 AR, CRPF and State Force led by CRPF DIG (Op) Premjit attacked the house of L. Hengjol (Kuki) village Chief under New Keithelmanbi Police Station, and indiscriminately fired more than 100 rounds of live bullets early this morning. Five innocent women were seriously injured.

This barbaric act of CF and State Force severely affected the hard-earned normal life in the area and brings back more chaos and fear among the common public.

On this Day last Year, the most gruesome #HumanRights offence was carried out upon a #Kuki_Zo Family @ the innocent TONSING HANGSING, his MOM and his AUNT, at Iroisemba area in Imphal West, Manipur. The Seven-years-old Boy, his Mother and his Aunt were on their way to Hospital after a bullet splinter hit the Boy's head at the Assam Rifles Camp where they were staying.

It is to recall that Tonsing and his Family were staying at a Relief Camp at Assam Rifles base along with many other #Kuki_Zo displaced victims. The Camp was attacked by a group of armed #MeiteiMilitants during which Tonsing and his Mother received bullet injuries. Following the incident of the attack, a Senior Army Officer had sought for passage to the SP of Imphal West so that the boy and his Mother could be safely taken to the Hospital in Imphal. With the assurance of the SP Imphal West, Tonsing and his Mom and Aunt were transported through an escorted Ambulance.

In a heartbreaking manner, on reaching Iroisemba in Imphal West, the radicalized #Meiteis mob numbering to Thousands had attacked the Police escorted Ambulance. Tonsing, with his Mother and Aunt (who were both Meitei Christians) were in the Ambulance along with the driver and a Nurse when the mob had attacked them. The Driver and the Nurse were allowed to escape while the Police personnel fired in the air to make the mob retreat. Sources reported that members of the mob paid no heed to the repeated pleas of Tonsing's Mother and Aunt, and 𝘀𝗲𝘁 𝘁𝗵𝗲 𝗔𝗺𝗯𝘂𝗹𝗮𝗻𝗰𝗲 𝗼𝗻 ��𝗶𝗿𝗲 𝘄𝗶𝘁𝗵 𝘁𝗵𝗲 𝘁𝗵𝗿𝗲𝗲 𝗼𝗳 𝘁𝗵𝗲𝗺 𝗶𝗻𝘀𝗶𝗱𝗲 𝘁𝗵𝗲 𝗩𝗲𝗵𝗶𝗰𝗹𝗲!♨️

The #IndianExpress had reported that, “All we could recover were some bones from inside the vehicle". Sources of Police and Army also said, "all that could be recovered from the Vehicle were some bones." To this gruesome act, an FIR was filed that night, including sections related to murder, but 👁 𝗡𝗢 𝗘𝗬𝗘𝗦👁 have been placed till today on the #𝗝𝘂𝘀𝘁𝗶𝗰𝗲 of Tonsing and his Mom and Aunt. Later sources states that the Case has been handed over to the CBI, but no Justice has been served yet for Tonsing and his Mom and Aunt till this day!

As this Day marks a Year of their gruesome death, we appeal for their Justice with no more delay! While their story had surfaced the Internet, sending shockwaves across the Globe and prompting widespread condemnation for the ruthless violation of Human Rights upon them, we appeal for their due #Justice the same!🆘

At this point, it is legitimate to reiterate the demand of the #Kuki_Zos for #SeparateAdministration within the ambit of the Union of India in order to ensure "justice" for the loss and tragedies of the minority #Kuki_Zo Tribals in #Manipur. The Centre must acknowledge de-facto separation of the #Kuki_Zos from the #Meiteis and subsequently grant their demand for a political #SeparateAdministration so that they could co-exist as peaceful neighbours with the barbaric #Meiteis!

https://t.co/aE5VjVMDWj around 2:30 p.m, Kuki-Zo residents of Kangvai area who had gone to participate in the rally found their homes vandalized and properties destroyed by Meitei locals in their absence. The venue for the rally i.e District Headquarter was about 15 km away from Kangvai.

2. Rally goers returning home, were stopped by Meitei men in hundreds claiming to be from the
Meitei Leepun. It was learned later that the radicalized Meitei youths called “Arambai Tenggol” were responsible and already present in Kangvai. They had come from other places like Moirang and Tronglaobi to intentionally cause havoc.

3. At around 3:00 p.m, Churachandpur Police was alerted of the situation.

4. At 4:00 p.m, Kangvai violence escalated. Youths from both communities were reportedly
pelting stones at each other.

5. At around 5-5:30 p.m, Kuki-Zo CSOs in order to control the situation by any means tried to
calm down the mobs from the Kuki-Zo side, however, the efforts went futile when Meitei mobs began burning Kuki-Zo homes in Kangvai which led to the situation escalating beyond control.

6. At 8:40 pm, curfew order under Section 144 of COCP 1973 was announced by the DC office of Kangvai, Tuibong and Churachandpur sub-divisions (Viz No.4/28/2020-DC/CCP). Internet suspension for 5 days was announced by the Commissioner office (Viz No.H-3607/4/2022-HD-
HD).

CHRONOLOGICAL ORDER OF EVENTS IN THE MANIPUR ETHNIC POGROM, 2023

WEDNESDAY, MAY 3, 2023
(I) Lamka, District- Churachandpur District, Police Station- Churachandpur Police Station.
1. At around 10:30a.m, in Lamka Public ground, Kuki-Zo tribals from across the district came
together in large numbers for the peace rally organized by the All Tribal Student Union Manipur(ATSUM) against the Meiteis demand for Scheduled Tribe Status. The rally ended at around 1-1:30p.m and the crowd had dispersed and returned to their respective homes and localities.

2. At around 2:00 p.m, Meitei miscreants burned the pillar of the Anglo-Kuki War Centenary Gate in Leisang Vaiphei village destroying some stone inscriptions which were prevented by few locals.
A Meitei man wearing the ISTV press vest was spotted around the area in a suspicious manner.

A tribal scholar remarked: ‘While the Chief Minister’s comments seem to resonate with the locals and also appeal universally to all Indian citizens, the story of ethnic cleansing in Manipur tells a different story and reveals a deep hypocrisy. The CM’s comments are rather paradoxical given that there is ample evidence to show that Meitei Police personnel were wantonly biased against the Kuki-Zo communities in the discharge of their duties during the violence that ensued from May 3.

Video evidence shows how Manipur Police Commandos were actively hand-in-glove with radical Meitei militias such Arambai Tenggol and Meitei Leepun when they went to attack Kuki-Zo settlements in the Imphal Valley. In Haokip Veng in Imphal, Meitei policemen were seen escorting armed Meitei rioters who were wreaking havoc on Kuki-Zo homes.

It must also be noted that it was the active involvement of Meitei policemen in B. Phainom village which allows two Kuki-Zo women to be paraded naked and eventually gangraped! Statements from the victims disclosed how they were ferried in a police gypsy which was deliberately stopped by the Meitei policemen in the midst of the violent crowd. The policemen quietly left the scene thereafter and surrendered the women at the mercy of the mob of Meitei men.

The successful looting of thousands of arms and ammunition from Police Training Centers and armories in the Imphal Valley point to two possibilities. Either the policemen were unable to discharge their duties in preventing the lootings or they are complicit by handing over the guns themselves. The absence of any concrete police investigation suggests the latter.
In the later stages of the conflict, when Kuki-Zo villages were attacked by Meitei militants, they were seen with police uniforms. This can only mean two things: Either the militants are sponsored by the police with guns, ammunitions and uniforms, or the police themselves are attacking the Kuki-Zo villages. Thus, this signals a clearly biased Meitei police force which Biren lauded to be neutral.

Thus, when CM Biren Singh made his comments that there shall be no biases in the police force, it is only pointing to his inadequacy in ensuring the same since the ethnic clashes. While the Kuki-Zo victims who were casualties of the ethnic cleansing are civilians too, the state police, which is essentially an armed wing of the Meiteis forgo their stately duties and sided with the Meitei majoritarian agenda.

Even after five months of the ethnic violence, the CM has yet to come to terms with what he has allowed to unfold. He has not gathered the dignity and courage to face the reality of the State-sponsored crisis. Until that happens, no amount of face-saving public comments will save the State.’
