Im another event , Principal Secretary, State Department for Irrigation, CPA @EphantusKim, alongside Principal Secretary for @Roads_KE , Eng. Joseph Mbugua CBS, inspected the Manyatta A Community Borehole Project in Kinangop Constituency, Nyandarua County, as part of the Government's efforts to enhance access to clean and reliable water for irrigation for communities.
The project involved the drilling and development of a 270-metre deep borehole, which achieved an impressive yield of 18.10 mΒ³ per hour during test pumping. The borehole recorded a Static Water Level (SWL) of 82.43 metres, a Pumping Water Level (PWL) of 90.46 metres, and a drawdown of 7.98 metres, indicating a highly productive and sustainable aquifer.
The borehole has been equipped with an SP8-50 submersible pump coupled to a 7.5kW three-phase motor, designed to deliver approximately 10,000 litres of water per hour. The system is powered by 18 No. 620W monocrystalline solar panels, providing a sustainable and cost-effective source of energy.
Additional works include a 20mΒ³ elevated steel water tank, distribution pipelines, watering points, and security fencing.
Upon completion, the project will provide reliable access to clean water for households and institutions, improving livelihoods and strengthening resilience to water scarcity.

In my submission before the National Assembly's Finance & Planning Committee on behalf of the Tax Research Centre at @StrathU, I argue that Finance Bill 2026's proposals seeking to anchor Incomes & Expenses Validation in law will be incomplete if they do not include a proposal for the the Revenue Authority being saddled with the burden of proof in such instances.
Here's why:
Β· Finance Bill 2026 proposes to amend Sec75 of the Tax Procedures Act to provide that the Revenue Authority may use technology to pre-populate tax returns on behalf of a person required to submit or lodge a tax return
Β· Finance Bill 2026 further proposes that a person required to submit or lodge a tax return may rely on pre-populated return generated by the Revenue Authority to file their return
Β· Finance Bill 2026 proposes to amend Sec112 to provide that the Cabinet Secretary of the National Treasury may make Regulations for the procedure for the submission or lodging of returns based on pre-populated tax returns generated by the Revenue Authority
Here's where the problem is:
Β· In all this, Sec56(1) which provides that "In any proceedings, the burden shall be on the taxpayer to prove that a tax decision is incorrect" remains unchanged
Β· Sec56(1) is predicated on the fact that Kenya has been running on a self-assessment based regime & the data upon which tax disputes emerges was held by the taxpayer
Β· With Incomes & Expenses Validation & the onset of a Dual Assessment regime in Kenya, taxpayers are now exposed not just to errors of judgement & data on their part, but also errors of technology & transmission which are out of their control
Β· Can we really still have the burden of proof lying exclusively with the taxpayer in an environment where tax compliance has shifted from a function of record keeping to one where system integration reliability is now a key factor?

Nairobi, final reflections.
Despite Nairobi being a haven of NGO work, impact funds, climate workshops and every species of grant funded virtue, one hears far less of the heavy socialist sermonising that so often drifts through Southern Africa. Why is that? I didnβt find a Karl Marx road as we did in Maputoβ¦.
Perhaps Kenyaβs commercial bloodstream is simply too strong. Nairobi may host the NGO cathedral, but outside its stained glass windows the city is hustling: traders, founders, developers, agents, boda boda, financiers, exporters, coders and small businessmen all trying to make a shilling before the next traffic jam. The traffic jams here in the middle of high traffic and rain are extortion writ large. But the uber driver earning thrice the fee wasnβt complaining. Nor should we, but the wait time at a restaurant can stretch up to two hours, with the usual retort of βIβm almost thereβ serving as a signal to order the next dawa.
The intellectual mood in Nairobi is softened by enterprise. Even the social impact crowd seems more likely to speak the language of scale, platforms, mobile money and market access than nationalisation, redistribution and state led salvation.
Southern Africa, by contrast, still carries a heavier liberation era grammar. Politics there often begins with the state, the party, the struggle and the promise that history owes someone something. Nairobi feels more impatient with that theatre. It has its own dysfunctions, certainly, but its instinct is more transactional, more entrepreneurial, more βwhere is the opportunity?β than βwhere is the manifesto?β That may be why, even in a city full of NGOs, capitalism still manages to keep the microphone.

It's being integrated into the Machakos water supply project by the national government.
It supplies to areas around the town including the Township, Muputi-Kiima Kimwe- Kimutwa, Katheka Kai and mumbuni .
Although nowadays it's insufficient as compared to Mutua times when water was daily available and unlimited, under mama county, we get rationed water , 2 days a week and other times , we may go the whole week without the waters.
