I look forward to delivering my lecture entitled “Building DST’s Climate Change Programme from Scratch to Full-Scale Implementation: A Decade of Transformation” at the 51st Advanced Professional Programme in Public Administration (APPPA) at @iipa9 Indian Institute of Public Administration (IIPA) on Friday, 13 February 2026 at 12:20 hrs, for Senior Civil Servants and Defence Forces Officers sponsored by the Department of Personnel & Training (DoPT), Govt of India.
The origins of DST’s Climate Change Programme date back to 2010, with the launch of two National Missions on Climate Change entrusted to the @IndiaDST Department of Science and Technology, Government of India viz. National Mission for Sustaining thr Himalayan Ecosystem (NMSHE) and National Mission on Strategic Knowledge for Climate Change (NMSKCC) under the National Action Plan on Climate Change (NAPCC). This responsibility came at a time when the newly created @moesgoi Ministry of Earth Sciences Government of India (MoES) had been established in 2006, and most institutions dealing with weather and climate science previously with DST had been transferred from DST to MoES. Consequently, DST had to build these missions virtually from the ground up, developing new institutional mechanisms, scientific networks, and implementation frameworks.
Over the past decade and a half, these missions have evolved into a nationwide programme implemented at full scale across the country. The initiative has led to the establishment of 20 Centres of Excellence, 37 major R&D programmes, 6 thematic task forces, 31 State Climate Change Centres, and 10 national network programmes, among several other activities. In this period, nearly 2,000 researchers and 600 students from about 300 institutions have contributed to the programme. In addition, more than 1,500 training programmes have been conducted by State Climate Change Centres, benefiting nearly one lakh participants, while over 2.5 lakh individuals have been provided broader exposure and capacity-building support.
Today, the Climate Change Programme of DST is widely regarded as one of the notable success stories of Government of India missions—successfully developed from the conceptual stage to impact-level implementation

Will talk about India's present n future performance of some important parameters that would determine its global STI ranking. An in-depth analysis of two most critical parameters viz. FTE and GERD as % of GDP of India will b presented.
As India progresses towards achieving US$5 Trillion or more economy, 4 different future scenerios with doubling, tripling, quadrapling n quintupling FTE will b presented with 4 different GDP sizes to achieve GERD @ 2% of GDP.
